CPC Proposal to Identify Possible 40R Overlay Districts <br /> The HPB agreed to ask the Lexington Housing Foundation (LHF)to submit a CPC proposal for a <br /> 40R consultant.The LHF will withdraw the application if the MassDevelopment proposal is <br /> funded. <br /> Ms. Cohen will check with Stuart Saginaw as to whether the proposed use is within CPC <br /> guidelines. <br /> Mr. Pressman pointed out that the Town is clearly interested in 40R zoning given the <br /> MassDevelopment proposal. <br /> S. CPC Proposal for Rental Assistance <br /> Takeda Pharmaceuticals,with offices in Lexington, donated $250,000.00 to the Town of <br /> Lexington to provide emergency financial assistance to individuals and families who may have <br /> suffered a loss of income due to the pandemic crisis. <br /> This funding is available for residents through the Lexington Emergency Assistance Fund (LEAF) <br /> administered by the Human Services Department, and can be used for rental assistance. Other <br /> cities and towns have used CPA funds to create Emergency Rental Assistance Programs (EARP) <br /> for residents. Ms. Walker suggested the partnership may want to make an application to CPC for <br /> funds to add to the emergency assistance fund; the application could be submitted as a <br /> placeholder($$$TBD). A determination could be made as to whether further emergency rental <br /> assistance will be needed in 2021. <br /> Ms. Walker said that estimations may be hard to make, but use of the funds to date might be <br /> helpful in making predictions. <br /> Ms. Foutter will provide additional information at the next meeting. <br /> 6. HPB Highlights for Town's Annual Report <br /> The HPB reviewed and provided updates to the draft report from Ms. Foutter. <br /> 7. MetroWest HOME Meeting <br /> Ms. Walker and Ms. Weiss attended a meeting of the MetroWest HOME towns hosted by <br /> Newton Planning Dept.The purpose of the meeting was to discuss a report on barriers to <br /> affordable housing and how they might be overcome.The presentation was made by one of the <br /> report authors (Linda Barrett). In general, the towns shared the same concerns about the <br /> barriers to affordable housing. <br /> The meeting discussed a variety issues regarding housing. <br /> It was noted at the meeting that the idea of giving hometown preference on lottery and waiting <br /> lists may be against the US Fair Housing Law because it gives an advantage to people with a <br /> connection to the town. <br />
