DRAFT <br /> Pierce-Lockwood Neighborhood Conservation District (NCD) <br /> Commission Meeting Minutes <br /> Monday, November 18, 2019 Room 242, Community Center, 39 Marrett Rd. <br /> Present: Donna Moultrup, Chris Neurath, Richard Goldhammer, Bob Creech from the <br /> Planning Board, and NCD member, Cynthia Stern. <br /> The meeting was called to order at 7:47 PM by Donna Moultrup. <br /> This was the second of two required meetings per year of the PLNCD Commission. <br /> The minutes of the June 27, 2019 meeting were approved as written with a unanimous vote. <br /> Donna Moultrup, Chair, reported that she would be attending an Open Meeting Law workshop <br /> this week required by the Town for committee chairs and some Town staff. It is required every <br /> two years. <br /> Donna presented a report on the PLNCD website. The updated application has still not been <br /> uploaded and the alterations process flow chart is still under the incorrect heading. She had <br /> sent an e-mail to IT regarding these changes and will follow-up with an office visit. <br /> There was some discussion concerning draft copies of the Letter of Compatibility, Non- <br /> Applicability and Hardship. The Letter of Compatibility is sent to applicants whose project is <br /> fully compatible with the NCD guidelines and a public hearing is not required. A Letter of Non- <br /> Applicability is sent to applicants whose project is exempt in one or more ways from the NCD <br /> guidelines. The Letter of Hardship is rare and is sent to applicants who would be required to be <br /> totally in compliance with the NCD guidelines, but due to financial or other "hardships," they <br /> are unable to come into compliance at the current time. It is understood that the property <br /> would be required to come into compliance once the hardship no longer exists. If a property <br /> requires a public hearing, the decision of the Commission must be made within a timeframe <br /> listed in the bylaw and the Chair would draft a letter to the applicant. The Chair will check with <br /> the Turning Mill NCD regarding its letters. The drafts will most likely need to be reviewed by <br /> Town Counsel. <br /> There was no public comment. <br /> Meeting adjourned by unanimous vote at 8:35 PM.
