Turning Mill Neighborhood Conservation District(TMNCD) COMMISSION <br /> MEETING MINUTES <br /> December 17,2018 <br /> TMNCD Commission Members in Attendance: Diane Pursley,Jim Dowling, Richard Canale, Renata <br /> Cathou, Eric Peterson, Marilyn Fenollosa (alternate), Glenn Bartolini (alternate) <br /> Members of the public present: Pavlik Mintz, Peter Fordham,Tina McBride, Robert Creech <br /> • Motion to appoint Diane Pursley as Chair(approved) <br /> • Reviewed roles and responsibilities <br /> o 3 members must present for a quorum <br /> • Reviewed Chapter 78: NCD,Article II <br /> o Discussed how to define "visual impact" and effect of seasonal changes on this. <br /> o Agreed best effort should be made to keep "from the public view' <br /> o If out of view then the proposal is not subject to jurisdiction <br /> o Richard Canale: conduct project evaluation,what is square footage and volume of fill <br /> needed? Requires a consistent interpretation <br /> o Substantial demolition: >200 square feet and visible from public way <br /> • Reviewed Intake Process <br /> o NCD review replaces previous Historical Committee Review <br /> o No Informal meetings with the full commission. Applicants can informally meet with <br /> individual commission members. If there are substantial questions or comments about <br /> the proposed design at the formal hearing and there is follow-up needed, the hearing <br /> can be "continued"without additional advertising or notifications. <br /> o Plans to be presented at formal hearing <br /> • Reviewed timing of application process <br /> • Process for committee members to review application <br /> o Link provided for application materials <br /> o Diane to get contact for electronic copies of applications <br /> o Diane needs a town (not personal) email <br /> o Certificate of compatibility issued by committee and sent to Building committee <br /> • Document review process <br /> o In progress (following application) <br /> • Motion to approve submitted documents with suggested changes made to be posted on website <br /> o Rich: motion made to approve guidelines as amended and allow chair to edit without <br /> changing their substance <br /> • Motion to adjourn (Jim), seconded by Richard. <br />
