711 <br /> �-e <br /> SELECTMEN'S MEETING, <br /> February 3, 1962 <br /> A special meeting of the Board of Selectmen was <br /> held in the Selectmen' s Room, Town Office Building, on <br /> Saturday morning, February 3, 1962, at 9:00 A.M. <br /> Chairman Morey, Messrs . Adams, Ferguson and Richards <br /> were present. Mr. Staples, Executive Assistant , and <br /> Miss Murray, Executive Clerk, were also present . <br /> The Chairman said that the Board should discuss <br /> the 1962 budget for the Law Department . <br /> Law Depart- Mr. Richards suggested that the Board discuss <br /> ment budget the subject with Mr . Stevens first, and it was agreed <br /> to place this item on the agenda for Monday night . <br /> The Chairman reported that she had received a <br /> request from Mr . Nickerson to have an article inserted <br /> in the warrant to appropriate money for the Symmes <br /> Hospital expansion program. She said she had questioned <br /> whether or not such an appropriation would be legal . <br /> Mr. Richards said that he believed a contribution <br /> to a private non-profit organization, from which the <br /> Town would receive no direct benefit, would not be legal. <br /> Mr . Ferguson said he would be very much opposed. <br /> The Chairman referred to Veterans ' Benefits budget <br /> and reported that the Town has been paying Mr . Healy' s <br /> excise tax bill and the question is why. <br /> Mr . Staples reported that he had discussed the sub- <br /> ject with Mr. Healy and also with the clerks in the <br /> Accountant' s Office and found out that the Town has been <br /> paying his car insurance , excise tax, and registration <br /> for some time . Mr. Healy said he had been doing this <br /> right along and assumed that it was all right . He also <br /> got gasoline at the garage which was charged back to his <br /> account . <br /> The Chairman stated that Mr. White is filling Mr . <br /> Palmer' s job, and until he has authority as Town Accountant, <br /> she thought he needed to be instructed to report anything <br /> that seemed to him to be questionable . <br /> Mr. Richards said that when Mr . White is appointed, <br /> if the Board decides to appoint him and he is willing to <br /> accept, or any Accountant, the Board should tell him that <br /> it expects him to call its attention to anything he feels <br /> is improper and that the Board will uphold him. <br />
