PLANNING BOARD MINUTES <br />MEETING OF JANUARY 11, 1988 <br />The meeting of the Lexington Planning Board held in Room G-15, Town Office <br />Building, was called to order at 7:38 p.m. by the Chairman, Mrs. Uhrig, with <br />members Klauminzer, Sorensen, Williams, Wood, Planning Director Bowyer, <br />Assistant Planner Rawski, and Secretary Peters present. <br />10. Review of Minutes: The Board reviewed and corrected the minutes for <br />the meeting of December 21, 1987. On the motion of Mr. Sorensen, seconded <br />by Mrs. Wood, it was voted 4-0-1 (Mrs. Klauminzer abstained since she did <br />not attend the meeting) to approve the minutes as corrected. <br />****************************** REPORTS *********************************** <br />11. Planning Director <br />a. Massachusetts Housing Partnership: It is expected Lexington's <br />application for designation as a Partnership Community will be acted on <br />this week. <br />b. Rezoning, Middlesex Mall, Northland: They have filed today, the <br />information required for the petition, to rezone a portion of their <br />property off Lowell Street from RO to CD. <br />c. 14-16 Hartwell Avenue: Michael Colangelo met again with Mr. Bow- <br />yer. Mr. Colangelo wished to learn what recommendations the Planning <br />Board would be making to the Board of Appeals before he filed an appli- <br />cation. The Board agreed it would not conduct any review or take any <br />position until the application had been filed with the Board of Ap- <br />peals. The Board may want to have a presentation by the developer but <br />only after a full application had been filed. <br />******************** ARTICLES FOR 1988 TOWN MEETING ********************** <br />12. Article C, Nonconforming Situations: The Board began their review of a <br />draft dated 1-1-88. They discussed the difference between non -conforming <br />and non -complying situations, and reviewed the changes to the existing <br />Section 6 of the Zoning By -Law. <br />13. Article B, Adjustments: The Board continued their discussion of the <br />draft dated 12-17-87. They agreed more work was needed on Sections A, <br />dealing with outdoor off-street parking of commercial vehicles, and Section <br />C, dealing with subsection 9.2.9, Density, of the Zoning By -Law. The Board <br />also agreed to delete Section B, dealing with 9.2.1, Minimum Area of Tract <br />to be Developed, and Section D, dealing with documentation required to <br />determine maximum density in a Planned Residential Development. <br />14. Article E. Incentives for Affordable Housing: In response to a ques- <br />tion from Mrs. Uhrig, Mr. Bowyer said the purpose of the article was to pro- <br />vide a mechanism to allow a density bonus to developers who build affordable <br />housing. Mr. Sorensen thought it would be difficult to guarantee, even with <br />deed restrictions, that the affordable housing would keep its status as af- <br />fordable housing. They also discussed allowing it in the RO district only. <br />
