PLANNING BOARD MINUTES <br />MEETING OF APRIL 27, 1987 <br />The meeting of the Lexington Planning Board held in Room G-15, Town Office Build- <br />ing was called to order at 7:04 p.m. by the Chairman, Mrs. Uhrig, with members <br />Klauminzer, Sorensen, Wood, Planning Director Bowyer and Assistant Planner Rawski <br />present. <br />**************** PLANNING BOARD ORGANIZATION *********************************** <br />129. Appointment to Fill Vacancy: The Board discussed the procedure to fill the <br />vacancy caused by the resignation of Stephen Cripps. (See item # 112, meeting of <br />April 8, 1987). The Board discussed whether to agree on and present a candidate <br />to the Board of Selectmen. Mr. Sorensen said that his recollection of the pro- <br />cedure at the last vacancy was that the nine members of the two Boards vote as <br />individuals. <br />At 7:06 p.m., the meeting was recessed and reconvened at 7:08 p.m. in the Select- <br />men's Meeting Room where a joint meeting was conducted with the Board of <br />Selectmen. <br />Chairman Eddison of the Board of Selectmen announced there were four persons who <br />had expressed an interest in serving on the Planning Board: Brian K. Connor, 12 <br />Cedar Street, Edmund C. Grant, 27 Grove Street, Paul H. LaPointe, 224 Follen <br />Road, and David G. Williams, 1433 Massachusetts Avenue. Mrs. Uhrig nominated <br />David G. Williams; Mrs. Klauminzer nominated Edmund C. Grant. The nominations <br />were declared closed. On a vote of the combined Boards, Mr. Williams was ap- <br />pointed, by a vote of 8-1, with Mrs. Klauminzer in the negative, to serve on the <br />Planning Board until the next Town Election on March 7, 1988. <br />At 7:12 p.m., the joint meeting with the Board of Selectmen was adjourned and the <br />Planning Board reconvened in Room G-15 at 7:14 p.m. <br />**************** ARTICLES FOR 1987 TOWN MEETING ******************************** <br />130. Article 43, Commercial Revision: The Board discussed the final motion for <br />Article 43 with changes from the 3-31-87 draft highlighted. Mr. Bowyer reported <br />copies would be available for Town Meeting members this evening. He noted that <br />about 98% of the motion was the same as the motion attached to the Planning Board <br />Report, and that changes reflect suggestions from Town Meeting members and the <br />TMMA Committee made at the information session held on April 15, 1987. He added <br />that copies of the before and after comparison of renamed districts, previously <br />prepared, would also be distributed to Town Meeting members this evening. <br />The Board reviewed one change in Part G, paragraph 3.5.2 of Article 43. An <br />earlier draft proposed a 21 day comment period on applications for a special <br />permit. This has been deleted, since the existing by-law has a 35 day comment <br />period for a special permit with site plan review and no specified time for <br />comment on a special permit. The statute provides a 35 day period for comment. <br />The final motion will retain the 35 day comment period for a special permit with <br />site plan review, and delete the provision requiring comment period for a special <br />permit, so the procedure now in the by-law will remain as it is. The Board of <br />Appeals now circulates applications for special permits to the boards and depart- <br />ments even though the by-law does not require this and will continue to do so. <br />
