PLANNING BOARD MINUTES <br />MEETING OF TUESDAY, MARCH 17, 1987 <br />The meeting of the Lexington Planning Board held in Room G-15, Town Office Build- <br />ing, was called to order at 7:40 p.m, by the Chairman, Mrs. Uhrig, with members <br />Cripps, Klauminzer, Sorensen, Wood, Planning Director Bowyer and Assistant Plan- <br />ner Rawski present. <br />****************** ARTICLES FOR 1987 TOWN MEETING ****************************** <br />88. Article 43, Comprehensive Commercial Revision: A large delegation of boat <br />owners was present to protest line item 1.32 in Table I in the draft dated 2/5/87 <br />which called for the storage of a boat or recreational vehicle either in a per- <br />manent structure or screened from view of abutting lots and the street. Mrs. <br />Uhrig announced that after the public hearing on February 23, 1987, the consensus <br />of the Board was that item should be deleted. It was agreed to strike out line <br />item 1.32. <br />The following members of the TMMA Special Zoning Committee were present: Jacque- <br />line Davison, Margaret Rawls and Ephraim Weiss. Iris Wheaton and Robert Domnitz <br />joined the meeting in progress. The Board concentrated on Table I. Permitted <br />Uses and Development Standards working on the draft of Part A dated 2/5/87 and <br />the draft of Part B dated 2/23/87. A number of changes were made in individual <br />line items and in the designation of symbols under the various districts. <br />Among the changes agreed to were: <br />1) to add a new definition of home occupation, <br />2) to generally eliminate operating characteristics and to incorporate the quan- <br />tifiable operating characteristics in with development standards, <br />3) to temporarily include the office of a physician or professional person in <br />line "1.23 Home Occupation" pending a more complete revision of the home <br />occupation regulations in another year, <br />4) to eliminate the operating and development characteristics sections under <br />eating and drinking and to consolidate into a few lines with a special permit <br />required for all eating and drinking establishments, <br />5) to eliminate conference centers and places of public assembly under Section 10 <br />Transient Accomodations, <br />6) to merge lines 12.11 and 12.12 dealing with motor vehicles sales and rentals <br />into one line and to merge the two separate classifications of service sta- <br />tion, under 12.13 and 12.14, into one line. <br />Mr. Bowyer commented that the staff observed that the CN Neighborhood Business <br />District was becoming broader than originally intended as a local convenience <br />district. Ms. Rawski's analysis showed the existing CN Districts were relatively <br />low intensity with most of the buildings being only one story. He suggested that <br />the Board consider making the CN district one story only for commercial use. In <br />another year, regulations could be drafted to permit residential use on a second <br />floor above commercial use in the CN district. A special permit should be re- <br />quired so that the mixed used building is residential in appearance. It was <br />agreed to change Table II so that the maximum height in the CN district would be <br />one story and fifteen feet. <br />
