PLANNING BOARD MINUTES <br />MEETING OF MAY 89 1985 <br />The meeting of the Lexington Planning Board held in Room G-15, Town Offices, was <br />called to order at 7:35 p.m. by the Chairman Mrs. Smith, with members Flemings, <br />Sorensen, Uhrig and Planning Director Bowyer present. Mr. Cripps was absent. <br />ARTICLES FOR 1985 TOWN MEETING <br />130. Article 16, Congregate Living: Mr. Bowyer reported that Iris Wheaton would <br />be presenting a substitute motion on behalf of Ephraim Weiss who will not be at <br />the Town Meeting session. The substitute motion will have two parts: a) that the <br />Planning Board study the conversion of existing dwellings to congregate living <br />and report, with a recommended amendment, to the 1986 Town Meeting, and b) an <br />amendment to the use table that would eliminate the conversion of existing dwell- <br />ings to congregate facilities as a permitted use. While part b is seen as a one <br />year proposition, it is a provision that would stay in the Zoning By -Law until an <br />amendment were made to it. <br />The Board was not pleased with the elimination of conversion as a permitted use <br />It thought that some informal rules could be worked out with the Board of Ap- <br />peals to deal with the question of management services and other issues raised by <br />the proponents of the substitute motion. That would be preferable to a morator- <br />ium or prohibiting the conversion. Mrs. Uhrig was opposed to part b) of the <br />' proposed substitute motion. <br />131. Article 21, RD, Woburn Street: Mr. Bowyer reported that Town Counsel had <br />reviewed the preliminary site development and use plan and had recommended a <br />paragraph, which had been inserted, to strenghten the language about recordable <br />covenants, restrictions and agreements to guarantee the provision of affordable <br />rental housing. With that language included, on the motion of Mrs. Flemings <br />seconded by Mrs. Uhrig, it was voted 3-1, with Mr. Sorensen opposed, to recommend <br />that the Town Meeting approve the proposed rezoning. <br />132. Article 51, Pine Meadows Golf Course: Mrs. Smith reported that despite the <br />reports of the acquisition of the Pine Meadows Golf Course by Emerson College in <br />the newspapers, the Board of Selectmen would proceed with a proposal to acquire <br />the land for 2.825 million dollars. The Selectmen propose to have a Special Town <br />Meeting in the fall. In the interim, the Selectmen will hire a landscape archi- <br />tect to prepare two plans, one conforming to existing zoning, and the other <br />requiring a change in zoning district. They will be presented to the Town <br />Meeting which will decide which plan it prefers. The Town will then issue a <br />request for proposal to developers. <br />On the motion of Mr. Sorensen seconded by Mrs. Uhrig, it was voted 4-0 to support <br />the motion to be offered by the Selectmen, and to endorse the concept of a fall <br />Town Meeting based on choices of alternative development plans. The procedure of <br />retaining a designer to analyze the development potential of the site is a <br />sensible one. <br />The meeting was adjourned at 7:56 p.m. <br />Judith J. Uhrig, Clerk <br />
