PLANNING BOARD MINUTES <br />MEETING OF APRIL 22, 1985 <br />The meeting of the Lexington Planning Board held in Room G-15, Town Offices, was <br />called to order at 7:05 p.m. by the Chairman Mrs. Smith, with members Cripps, <br />Sorensen, Uhrig and Planning Director Bowyer present. Mrs. Flemings joined the <br />meeting in progress. <br />ARTICLES FOR 1985 TOWN MEETING <br />113. Article 21, RD, Woburn Street: Developer Peter Kelley was present. Mrs. <br />Smith said that the debate on the proposed conversion of Franklin School (Article <br />23) on April 10, showed that the Town Meeting will require far more detail and <br />more specific committments to affordable housing than have been presented to <br />date. She did not want to make a favorable recommendation to the Town Meeting on <br />Article 21 unless strong written committments were made. Normally the more <br />detailed committments are made at the special permit granting stage, after the <br />Town Meeting vote. With the barrage of questions at Town Meeting about the <br />specifics of the Franklin proposal, it is now obvious that the Town Meeting will <br />require detailed information and written committments if a proposal is to have a <br />chance of passage. <br />Mrs. Flemings concurred with Mrs. Smith and said that she could not support the <br />' article unless there were satisfactory written committments. Mr. Sorensen pointed <br />out the Town has had difficulty in obtaining affordable housing in the Potter <br />Pond and Morrow Crossing developments, even where there was a memorandum of <br />understanding. <br />Mrs. Smith said she had had reservations about the economic feasibility of the <br />development from the beginning. She requested that Mr. Kelley furnish the Board <br />with the "pro forma" showing the finances of the development. Mr. Kelley agreed <br />to furnish that information to the Board but did not want to distribute it to <br />Town Meeting. The Board reviewed a draft of a preliminary site development and <br />use plan which Mr. Bowyer had prepared. It was agreed that Mr. Kelley would <br />review the document and collaborate with Mr. Bowyer on some revisions and a <br />second draft would be presented to the Planning Board. <br />114. Report on Housing Policy Resolution: On the motion of Mrs. Flemings second- <br />ed by Mr. Cripps it was voted unanimously to approve the "1985 Report on Subsi- <br />dized Housing (1979 Town Meeting Resolution) and Affordable Housing". <br />The meeting was adjourned at 7:52 p.m. <br />4u'dith J. , Clerk <br />
