1 <br />PLANNING BOARD MEETING <br />June 2, 1980 <br />The meeting of the Lexington Planning Board was called to order at 7:36 p.m. <br />by the Chairman Dr. Friedman with members Sandy, Nichols, Sorensen, Wheaton, <br />Planning Director Bowyer and Administrative Clerk Mrs. Snow present. <br />REPORTS BY MEMBERS, SUBCOMMITTEES <br />Dr. Friedman reported on his meeting with Michael Colangelo and Ed Darman <br />on preliminary plans for an office park on land near the Waltham line at <br />Waltham Street. It was agreed that area of Waltham Street, on both sides <br />of the street, should be evaluated using the Sensitive Areas Analysis <br />checklist and that the matter will be discussed at the June 9 meeting. <br />Mrs. Wheaton reported that in the process of renumbering and reordering the <br />ZoningBy-Law this year, a line in Section 9.6.4 a., National Flood <br />Insurance, was inadvertently omitted. According to Town Counsel, a zoning <br />amendment article will be necessary to reinstate the phrase in the By -Law. <br />APPROVAL OF MINUTES <br />Minutes of the Planning Board meeting on May 19, 1980, were corrected, and <br />then, on the motion of Mrs. Wheaton, seconded by Dr. Sandy, were approved <br />unanimously. <br />PLANNING DIRECTOR'S REPORT <br />Mr. Bowyer reported on a situation which has been brought to his attention <br />involving lot lines of Lots 6, 7 and 8 in the Willow Ridge subdivision. <br />Elliot Abrons, who lives in a house on Lot 7, Barrett Road, has produced <br />a recorded plot plan showing his lot line with a different configuration <br />than that shown on the approved subdivision plan. Mr. Bowyer, upon advice <br />of Town Counsel, has written to Mr. Tuttle, developer of Willow Ridge, that <br />the approved subdivision plan will not be released for recording until he <br />and Mr. Abrons resolve their differences, and clear evidence of the solu- <br />tion has been provided to the Town Counsel and to the Planning Board. <br />HUD 701 Comprehensive Planning Funds: As requested by the Town Manager, <br />Mr. Bowyer investigated submitting an application for 701 funds. It was <br />concluded that the amount of money to be realized was so small, it did not <br />justify the work involved to prepare the application. <br />Procedure for Recording Form A Plans: In the light of the recent alteration, <br />following endorsement, of a Form A plan, Mr. Bowyer suggested a new procedure <br />for recording of the originals. The applicantwould be required to record <br />the plan within a limited time,and to provide the Planning Board with a <br />certified copy, in reduced form, of the recorded plan. This..procedure would. <br />give assurance that the plan was recorded, but the Board questioned that no <br />changes could be made after endorsement. The Board asked Mr. Bowyer to inves- <br />tigate the possibility of mailing the originals to the Registry or sending <br />them by courier for recording, so that the endorsed plan is never in the <br />custody of the applicant. <br />
