PLANNING BOARD MEETING <br />March 3, 1980 <br />The meeting of the Lexington Planning Board was called to order at 7:37 p.m. <br />by the chairman Dr. Friedman with members Nichols, Zabin, Wheaton, Sandy, <br />administrative clerk Mrs. Snow, planning intern Steven Asen and planning <br />consultant Charles Downe present. <br />Dr. Friedman read his draft letter to the Board of Selectmen concerning LEXINGTON <br />ongoing effort for improvement to Lexington Center. The letter was unani-CENTER <br />mously approved as written. <br />Notices of Board of Appeals hearings on March 13 were reviewed. The Board <br />will comment on the need for off-street parking provisions on the Ting B/A 3/13 <br />petition for special permit to operate an architectural office at Moon NOTICES <br />Hill Rd. The petition of John Castoldi for variance on area and frontage <br />requirements at Blake Rd. was reviewed but no conclusions were reached on <br />the Board's view. No comments on the petition for variance at 61 Dexter <br />Road will be made. The Board has previously made recommendations in <br />opposition to the Leichtman proposal at Lowell St. <br />David Williams, Chairman of the Conservation Commission, was present and CONS.COMM. <br />reported to the Planning Board on Senator Shea's proposal (5.1222) which S.1222 <br />would remove local control of wetlands. Mr. Williams asked Planning WETLAND BILL <br />Boz�rd expression of opposition to the passage of the Bill. The Board <br />will write a letter in opposition to the Joint Committee on Natural <br />Resources and Agriculture Co -Chairmen Amick and Dwinell, with copies <br />to the Mass. Assoc. of Conservation Commissions, Rep. Cole, Senator Rotondi, <br />Lexington Bd. of Selectmen, and the Lexington Conservation Commission. <br />Mrs. Frick and Mr. Williams briefly outlined the Conservation Commission's <br />Articles 37 through 42 for the 1980 Warrant. <br />It was decided that the Memorandum of Understanding will not be revised at <br />this time regarding increase in percentage of low income units in multi- <br />family rezoning proposals. <br />Dr. Friedman's draft letter to Winn Development Corp., stating Planning SHAKER GLEN <br />Board requirement for a formal commitment in written form on the number of <br />low/moderate income units in the Shaker Glen Brook proposal was read. <br />The letter was amended to reference Planning Board negative view on the <br />density and drainage plan for the site and was unanimously approved as <br />amended. <br />Dr. Friedman's draft letter(as revised by Dr. Sandy) to Attorney LeClair 502 MARRETT RD' <br />regarding land at #502 Marrett Rd. (Lot 437) was reviewed and unanimously <br />approved as amended. <br />Dr. Friedman agreed to take responsiblity for review of the Saulich <br />(Lincoln Hill) definitive subdivision plan. <br />Draft motions on Article 65 (Sign By -Law) Article 63 (CB Parking) Article 62 <br />(Accessory Apartments) were reviewed and revised. The substitute motions <br />will be redrafted for action of the Board at the next meeting. <br />
