PLANNING BOARD MEETING <br />January 7, 1980 <br />The meeting of the Lexington Planning Board was called to order at 7:40 p.m. <br />by the chairman Dr. Friedman with members Sandy, Zabin, Nichols, Wheaton, <br />planning intern Steve Asen and administrative clerk Mrs. Snow present. Also <br />in attendance were Peter DiMatteo, Building Commissioner, Charles Downe, <br />planning consultant, Susan Fisher, Lexington Minute -man, and Anne White, <br />Lexington Independent. <br />Mr. DiMatteo's suggested revisions to the draft sign by-law were reviewed SIGN BY LAW <br />and the draft was amended based on the suggestions. <br />At 8:04 p.m., Theodore Freeman, Attorney Dennis Lowe, and Engineer Oiva RIDGE EST.II <br />Hintsa met with the Board for discussion of the definitive plan for Ridge <br />Estates II cluster subdivision. Referring to the letter from John E. Ryan, <br />attorney for Frances Leavitt, regarding dispute over the location of the <br />layout and rights in Ridge Road, Mr. Freeman was informed of Town Counsel's <br />advice that an extension be requested to allow time for resolution of the <br />question. Dennis Lowe reported on conference with Attorney Ryan and plans <br />now being prepared which would demonstrate agreement on the matter. The <br />developer will request extension of time on the plan if evidence of agree- <br />ment is not provided to the Planning Board by January 16th. <br />A sketch cluster plan for a 6 -lot subdivision of land off Clematis Road TRINITY HILLS <br />(Trinity Covenant Church land) was also shown by Mr. Lowe. 12.6 acres of SUBDV. <br />the 25 -acre property will be conveyed by the church to the Town for con- <br />servation and an additional 4.9 acres will be left open by Freeman. Mr. <br />Lowe asked for expression of any Planning Board concerns on the layout be- <br />fore the Wetland Hearing on the plan. Waivers on pavement width (to 24 ft.), <br />length of the cul-de-sac (700 feet), installation of sidewalks and fire <br />alarm system, and underground installation of utility wires will be re- <br />quested. It was noted that existing utility poles on Clematis Road are <br />servicing existing homes. Mr. Lowe was informed that waiver on the frontage <br />for the property to be retained by the church would have to be obtained <br />through the Board of Appeals. <br />Mr. Lowe submitted plans for rezoning of the Ridge Estates II site (to be PRESCOTT <br />known as Prescott Village) to RD. A total of 101 units are proposed (den- VILLAGE TO RD <br />sity of 2.2 units per acre) with 20 units for low income and 30 units desig- <br />nated "economic" to be provided. $229,000 tax revenue is projected. Cover- <br />age of the site by buildings, roads and driveways will be 19%+, 80% will be <br />undeveloped including 38% of the total site for conservation. There will be <br />no expense to the Town for maintenance of the roads. Mr. Lowe compared the <br />plan to the cluster plan for Ridge Estates II with respect to bike paths, <br />which will be the same, but noted that 38 buildings containing the 101 units, <br />rather than 45 in the single-family plan would be built. He estimated <br />population of the RD development to be 171 adults and 20 children as <br />opposed to 120 adults and 94 children in the cluster. Brochures of the <br />proposal were distributed to the members. Mr. Freeman estimated prices as <br />follows: luxury units from $110,000 to $150,000 and standard units $70,000 <br />to $80,000. Site analysis plan showing one -foot contours and layout of <br />the cluster plan for the same site, now pending Planning Board action, <br />were shown for comparison and discussed briefly. Also displayed were <br />
