PLANNING BOARD MEETING <br />May 8, 1978 <br />The meeting of the Lexington Planning Board was called to order at <br />7:30 p.m. by the chairman Mr. Zabin with members Nichols, Wheaton, <br />Friedman, Sandy, planning director Briggs, and secretary Mrs. Snow <br />present. Also in attendance was Louis Conrad, Lexington Minute -Man. <br />Minutes of Planning Board meetings of March 29, April 3, April 10, 1978, MINUTES 3/29, <br />were approved as amended. Minutes of executive session of April 3, 4/3, 4/10, <br />1978, were approved as amended, but will not be made public until 4/12, 4/25/78 <br />litigation discussed at that meeting is resolved. Minutes of April 12, <br />and 24, 1978, were approved as written. Action on Minutes of April 5, <br />1978, was tabled pending revision of content. <br />It was suggested by the chairman that the Procedural Rules of the PROCEDURAL <br />Planning Board be amended by inclusion of a requirement that tape re- RULES, P.BD. <br />cordings of meetings be kept for 3 months only after approval of the <br />minutes of the meeting, unless specific request for their permanent <br />retention is made at the time of action on the minutes. The Board <br />voted that this procedure will be included in the Rules. <br />Dennis Lowe, Esq., representing Theodore L. Freeman, developer of RIDGE EST. II <br />Ridge Estates II was present for discussion of the RO preliminary plan <br />for the site. Mr. Lowe requested written affirmation that Planning <br />Board disapproval of the RO plan does not affect Conservation Commission <br />deliberations regarding wetland hearing procedures on the PUD plan for <br />the same site. Mr. Briggs will send such a statement to the Conservation <br />Commission with copy of the Certificate of Disapproval attached. <br />Mr. Lowe also raised the question of Planning Board permission for BICENTENNIAL <br />installation of septic system on Lot 411, Bicentennial Farms subdivi- FARMS SUBDV. <br />sion. The lot, created by Form A endorsement after approval of the sub- <br />division, is subject to the sewer moratorium. Mr. Lowe was told to <br />petition the Bd. of Selectmen for a waiver to allow installation of sewer <br />on Lot 411. The building Commissioner will be informed by letter that <br />no building permit for Lot 411 should be issued prior to resolution of <br />the problem. <br />At 8 p.m., Emilio Spagnuola met with the Board for continued discussion INGLESIDE <br />of drainage problems at Ingleside subdivision. Mr. Spagnuola reported SUBDIVISION <br />on informal agreement with the Lynches, part owners of a pond within the <br />subdivision, as to procedures for drainage of street runoff into an under- <br />ground leeching system, with catch basins in the road, so as to avoid con- <br />tamination of the pond. Mr. Spagnuola was asked to supply details of the <br />proposed drainage plan for Planning Board and Engineering Dept. review. <br />Mr. Briggs reported on the need during the summer months to begin proce- CBD STUDY <br />dures for obtaining consultant assistance in the study of the Central <br />Business District. Requests for Proposal will be sent to several con- <br />sultants, among these - Hamilton/Diamond, whom Mr. Briggs considers to <br />be well qualified for preparation of a questionnaire. D.A.C. is to be <br />asked to meet with the Planning Board for input on scope and content of <br />the questionnaire. General issues as to utilization of D.A.C. talents will <br />also be discussed at that time. <br />
