U <br />C <br />1 <br />PLANNING BOARD MEETING <br />April 10, 1978 <br />The meeting of the Lexington Planning Board was called to order at 7:06 p.m. <br />by the chairman Mr. Zabin with members Wheaton, Friedman, Nichols, Sandy, <br />planning director Briggs, and secretary Mrs. Snow present. <br />Upon a motion duly made and seconded, it was voted to defer action on <br />minutes of February 21, 27, March 7, 13, 20 and 22, 1978. <br />Mr. Briggs reported question raised as to whether the Conservation Comm. ARTICLE 67 <br />can be designated as SPGA under Article 67 (HUD Flood Ins. Article). HUD <br />Both Town Counsel Cohen and Alexandra Dawson, MAPC, have expressed doubt <br />as to legality of such designation. Mr. Zabin will draft an amended <br />motion specifying the Board of Appeals as SPGA, instead of the Conserva- <br />tion Commission, as proposed in the Article. <br />Request of John C. Tuttle, Jr. for extension of time on Willow Ridge WILLOW RIDGE <br />subdvision, was considered. Because of the ongoing Town Meeting, pre- EXTENSION <br />viously scheduled public hearing on the subdivision plan will have to <br />be deferred beyond the present action date. Upon a motion duly made and <br />seconded, it was VOTED unanimously: <br />To extend to May 31, 1978, inclusive, the time within which the <br />Lexington Planning Board must act on the fefinitive subdivision <br />plan entitled "Willow Ridge in Lexington, Mass.", by Miller & <br />Nylander, dated February 13, 1978, revised March 9, 1978, as <br />requested by Landsail, Inc., John C. Tuttle, Jr., Executive Vice <br />President, applicant. <br />A new hearing date was scheduled for May 15,1978, at 8 p.m. <br />Letter from Dennis Lowe, Esq., dated April 4, 1978, regarding reasons RIDGE EST.II <br />for disapproval of the preliminary subdivision plan for Ridge Estates II <br />on March 20, 1978, was reviewed. Norman Cohen will be asked if improvements <br />can legally be made to Ridge Rd., as stated in Mr. Lowe's letter. <br />Opposition to the Bicycle Path Article by residents of the Fairfield BIKE PATH <br />Drive was noted and discussed. It was agreed that paved, rather than ARTICLE <br />unpaved paths would result in less damage to the environment and would <br />probably be a deterrent rather than an encouragement to motor bikes. <br />The Planning Board will support Article 36, with its proposal for <br />eight ft. path widths. <br />Dr. Sandy's memo dated April 3, 1978, recommending insertion in Sec. 25 <br />of the Zoning By-law "25.10.3 Billboards" with designation "No" in <br />every column, to ensure restriction of non -accessory signs in business <br />districts. Dr. Friedman will inform the Bd. of Appeals of this suggestion <br />to amend the motion for Article 61. <br />It was agreed that unless specifically requested at the time of approval <br />of written minutes, tape recordings of meetings will be kept no longer <br />than three months.
