PLANNING BOARD MEETING <br />February 23, 1970 <br />The meeting was called to order at 7:30 p.m. on February 23, 1970 <br />in the office of the Lexington Planning Board by chairman Lund with <br />members Clarke, Fowle, Graham, Worrell and Planning Director Zaleski <br />present. <br />The question of providing trenches in the Winthrop Rd. area was dis- <br />cussed. The Selectmen are agreeable to have the trenches dug by <br />Town forces and the Board voted to authorize soil evaluation by <br />I. v. Szillassy for not more than $200. <br />The minutes of the Planning Board meeting of February 16, 1970 <br />were approved. <br />VINE BROOK RD. <br />AREA SOIL <br />EVALUATION <br />MINUTES APPROVED <br />Upon a motion duly made and seconded, it was unanimously VOTED: EXT. OF TIME FOR <br />To extend the time within which the Planning Board must act on PL. BD. ACTION <br />the definitive subdivision plan entitled "Springdale Estates", SPRINGDALE EST. <br />dated July 13, 1969 by Miller and Nylander to April 28, 1970, <br />as requested by the developer. <br />The draft of the letter on Downing Rd. acceptance was discussed and <br />the planning director requested to make the agreed-upon changes. <br />The letter to the Board of Appeals opposing the variance for a <br />commercial garage at 430 Concord Ave. was approved. <br />It was decided to inform the Selectmen in reply to their inquiry <br />that no housing programs under consideration in Lexington would be <br />jeopardized by the abandonment of the Workable Program. <br />' The request from the Selectmen for recommendations by the Planning <br />Board for a sidewalk installation policy was discussed next. Mr. <br />Worrell agreed to explore the matter in more detail with a member <br />of the Board of Selectmen. <br />Next considered was the request by the Selectmen for comments of the <br />Planning Board regarding the proposed direct access to the new <br />Junior High School site. After some discussion it was decided to <br />inquire about the location preferred by the Permanent Building Com- <br />mittee and to discuss the specific recommendations then. <br />Upon a motion duly made and seconded, it was unanimously VOTED: <br />The construction of ways and the installation of utilities in <br />the Loring Hill Estates, Sec. V subdivision having been <br />partially, but not fully, completed, the security furnished to <br />guarantee the construction under the terms of the bond dated <br />January 2, 1968 and the obligations of the developer thereunder <br />are hereby reduced from $25,000 to $5,000, as requested by the <br />developer and recommended by the Town Engineer. <br />The Town Counsel is authorized to return to the developer <br />deposits in excess of $5,000. <br />A group of residents of Winthrop Rd. and environment met with the <br />Board to discuss the problems which may be incidental to the develop- <br />ment of tax title land off Winthrop Rd. Mr. Drake pointed out that <br />a number of dwellings in the area have wet basements and expressed <br />' fears that land development may adversely affect the conditions. The <br />Board pointed out that the basements are substantially above the level <br />of water in the brook and the wetness may be due to the impoundment of <br />water next to the houses and could be corrected by proper drainage of <br />the area.
