1 <br />C' <br />C <br />PLANNING BOARD MEETING <br />January 17, 1966 <br />A regular meeting of the Lexington Planning Board was <br />held in its office, Town Office Building, on Monday, January <br />17, 1966. Chairman Campbell called the meeting to order at <br />7:30 p.m., with members Bryson, Fowle, Greeley and Riffin, <br />and Planning Director Zaleski present. <br />The Board met with the Capital Expenditures Committee <br />and with Messrs. Woglom of Metcalf & Eddy, and Robert V. <br />Whitman, Chairman of the Steering Committee, Community <br />Planning Organization. <br />Mr. Woglom reported that the application for "701" <br />Urban Planning Assistance funds was approved by Federal <br />authorities and that the official notification can be ex- <br />pected to be received in the near future. <br />Mr. Whitman reviewed the objectives of the long-range <br />study as enumerated in the scope of services proposed by <br />Metcalf & Eddy. Mr. Bryson stressed the desire of the Town <br />to project the existing trends, rather than start with ex- <br />ploring alternatives. A discussion of the various popula- <br />tion growth assumptions to be used as the basis of the study <br />ensued. It was the opinion of the town committees to utilize <br />the existing trends and the September 1964 population pro- <br />jection, assuming a 1990 saturation figure of 50,000 as a <br />basis, with a proviso that citizens'. study committees should <br />be prepared to explore the effects of variations as to time <br />and numbers in the population projection. <br />Mr. Woglom asked what role the Capital Expenditures <br />Committee expected to play in the study. Mr. Boughton re- <br />plied that neither the Capital Expenditures Committee nor the <br />Planning Board could devote themselves to the study because <br />of other statutory responsibilities, so that the Citizens <br />Economic Base Committee would have to stddy the economic base <br />aspects of the study. Mr. Whitman suggested that the Economic <br />Base Committee do the inventory and analysis for the first <br />six months and after that the Steering Committee and members <br />of other committees who showed enough persistence and interest <br />would probably join in the work of coordinating the findings <br />of various committees. <br />It was decided to distribute Mr. Woglom's outline of <br />January 6, 1966 with a covering letter regarding the existing <br />population projection as the basis instead of the three alter- <br />natives and with a revision of the first three pages and of <br />the section on economic base study committee. <br />JOINT MEETING - <br />CAPITAL EXPENDITURES <br />COMMITTEE - <br />METCALF & EDDY - <br />COMMUNITY PLANNING <br />ORGANIZATION <br />Minutes of Planning Board meetings of January 3 and 10 MINUTES <br />1966 were approved. <br />
