PLUNM BOARD XMTrAG <br />ThursdaYs March 17, 1955 <br />Present: Adams - Abbott, Grindle, Hathaway, Irwin, Jaquith - Snow <br />meeting opened at 7sO0 o'clock. <br />Discussion re: Board of Appeals hearings on O'Connor and Esso. <br />It was felt that a policy should be established since -action on some <br />applications for service stations has been taken and not on others. <br />•�� t t : ;wFle 6 <br />A public hearing was held at NOD o'clock in Cary MemOrUl Ban <br />in regard to the request for an amendment to the Zoning By-law inserted <br />by the Planning Board in the warrant for the annual town meting in March <br />to see if the Town will add under Paragraph 7 of Section 5 (a) R-1 dis <br />tricts the following new paragraph: "Open-air parking areas for use only <br />in connection with one or more of the otic r permitted uses in the dis- <br />trict." Approximately 70 citizens were present. <br />Mr. Adams explained the meaning of the request and the general <br />procedure for hearings. There was quits a bit of discussion as to why <br />' this was considered necessary and Jost what difference it would mance in <br />procedure. It was carefully explained that the matter of a parking area <br />would still cows under the Board of Appeals, but that this would make it <br />a permitted use rather than a variance and therefore make it somewhat <br />easier for the Board of Appeals to make a decision. When asked what <br />brought the Planning Board to this decision, the answer was that it was <br />first brought to the attention of the Planning Board by the request of <br />the $first Congregational Society and that upon looking around it was <br />found that there were mwW similar situations whore perking areas are <br />obviously needed in connection with churches, schools, halls, etc. The <br />question was asked if this would affect restaurants or eating places, <br />and the answer was "no" for they were in C-1 districts while this pro- <br />posal affected R-1 districts only. <br />Those taking part in the discussion wares Mr. Morrisons Bedford <br />St.; Mr. Earl Outhet, Ivan St.; Mr. John Do ins, 31 Slocum Rd.; Mr. <br />John Blackwell, 7 Bennington lid.; Mr. and Mrs. Van Norden, 447 Waltham <br />St.; Miss Helen Ryan, Bedford St:; Mrs. Sanborn Braun, 37 Maple St.; Mr. <br />Simmons; Mr. Brawn; Mr. Worthen, Winthrop Rd.; MrJ%ehane <br />Those wishing to be recorded in favor were Mr. Siumtioms and Mrs. <br />Fitzgerald. Those against were Mise Ryan, Mrs* Van Norden and Mr. Van <br />Norden. <br />The Hearing closed at 9:00 o'clock. <br />
