D <br />C <br />PLANNING BOARD MEETING <br />Monday, March 29, 1954 <br />Present: Adams, Grindle, Hathaway, Irwin, Jaquith, Ripley. <br />Meeting opened at 7:45 o'clock. <br />Bill <br />Bill presented by Louise M. Baker, secretarial services March 1, <br />$, 23, 29 ® $5.00 - $20.00. Unanimously voted the bill be paid. <br />Friel <br />Mr. Friel brought in caaTleted forms C and D and plan for defini- <br />tive approval of Dianne Estates - Liberty avenue on northwesterly side of <br />Revere St., by Miller & Nylander, dated March 15, 1954,- Some discussion as <br />to confusion which might result in name'of %iberty Ave." but nothing <br />definite decided. Mr. Ripley moved, Mr. Grindle seconded that date for pub- <br />lic hearing be set for Monday, April 12th. So voted. <br />Kelly <br />Mr. Burnham Kelly in for discussion with Board re hiring of con- <br />sultant and permanent employee. Both he and Roland Greeley agreed that Allen <br />Benjamin would be an excellent choice for Consultant. Mr. Kelly suggested <br />that the Board might start out by appointing a Citizens Planning Committee <br />which might consist of representatives from League -of Women Voters, town <br />meeting members, and any other interested citizens, which might act as a <br />sounding board. This committee might hold meetings where they could argue <br />without bothering the Planning Board and where the Board could find out how <br />its ideas would be accepted by the public. Such a committee should not be- <br />come a fetter but should work under the direction"of the Planning Board. <br />This has worked in other towns. New Canaan., Conn, was one mentioned. This <br />committee might be a group of 12-15 people in which not more than 3-4 would <br />be planners, or not more than 2-3 real estate men. This would be a continu- <br />ing group which would not have to be told each time; which could listen to <br />people, to complaints, etc. <br />A permanent man should take as much routine work as possible. Since <br />the town is growing so rapidly the Board should not have to devote time to <br />routine matters. Mr. Kelly felt that a man should be a planner with engineer- <br />ing experience rather than an engineer with planning experience since we al- <br />ready have an efficient engineering department and a planner would know better <br />what problems needed the services of the consultant. However, if a good man <br />is available the thing is to get him no matter what his training. The de- <br />mand for such men is much greater than the supply and competition is tough. <br />Should be able to get an experienced planner for $4000-4500 a year. A good <br />young man should stay 3-4 years and when he is ready to leave he will have <br />set ikp good procedure for his successor. <br />Ridge Construction Co. <br />Mr. Zintz and Mrs. Garoyan appeared for Ridge Construction Co. <br />
