1 <br />1 <br />PLANNING BOARD IIEETI14G <br />Monday, Jan.25, 1954 <br />Present: Adams, Grindle, Hathaway, Irwin, Potter, Ripley - Stevens <br />Meeting opened at 7:45. Mr. Robert Carrig was in and took plans <br />of Blanchard Road. <br />Kelly Amendment <br />Mr. Burnham Kelly and Mr. Roland Greeley were in for informal <br />discussion of a proposed amendment which would provide variation of lot <br />sizes over a large area provided the lots averaged up to the required area <br />in that particular portion. These variations would have to be approved <br />by both the Planning Board and the Board of Appeals at their discretion in <br />the belief that it would be for the welfare of the town as well as the sub- <br />divider. This plan has not operated in-Rassachusetts as yet but has worked <br />in enough places to be deemed practical, especially for a town such as Lex- <br />ington which has many large swampy and rocky areas. This plan would have <br />to be worked out carefully by town counsel as to legal procedure to be sure <br />that an approved plan was carried through to completion. A subdivider who <br />sells lots only would not need to go through this procedure, nor would it <br />be of advantage to developer; anyone who wished to create design in layout <br />would be the one affected. Ir. Kelly also expressed the opinion that he <br />felt it was moat desirable when hiring an assistant to have one with plan- <br />ning experience. 'here is already a town engineer and subdividers usually <br />employ the services of engineers in laying out their plans. <br />Zoning Petition <br />Dr. William Barnes and Mr. Drodhurst appeared with more signa- <br />tures for petition to be presented'at town meeting as outlined in Planning <br />Board record for January 18th. I,Ir. Potter moved, Mr. Irwin seconded, that <br />date for public hearing on:petition as presented by John T*Blackwell and <br />others be set -for Monday, February 15th and that it be advertised January <br />28 and Feb. 4. So voted. <br />Barnes <br />Tr. and Mrs. George L. Barnes and Mr. Nylander presented for <br />tentative approval plans for subdivision of property on Massachusetts ave- <br />nue between Summit avenue and Jean road corirprised of 19 lots, plan of <br />T -filler and Nylander dated January 19, 1954. Plans taken under advisement. <br />Tweed <br />Ir. James K. Tweedy of Colony road appeared with plaid for signa- <br />ture of Board as not requiring approval. This showed small portion of'lot <br />which he wished to sell to abutter. This plan was signed by the Board. <br />
