PLAM MG BARD MEETING <br />Thursday, April 3,1952 <br />Present: Adams, Hathaway, Irwin, Johnson, Ripley, Burns. <br />A special meeting of the Planning Board was held on Thursday, April <br />3. Meeting opened at 7:45 p.m. <br />Mr. Joseph F. Kelly of 344 Lowell street appeared at this time with <br />definite information on critical defense areas. Mr. Kelly had with him a <br />program for defense housing on which applications may be made by various con- <br />tractors, starting Monday, April 7. This period of application extends for <br />15 days. The program is as follows: <br />laud units are projected. <br />1 -bedroom units, 50 are planned of which 20 must rent for $55 and <br />the remainder for not over $65. <br />2 -bedroom units, 190, of which 70 must not exceed $65 per month <br />and the remainder $75. Seventy 2 -bedroom units are at a <br />price not exceeding 09500 and are for sale. <br />3 -bedroom units, 60 are planned of which 10 must rent for not more <br />than $75 and the remainder at $85. Thirty 3 -bedroom units <br />are to be built for sale for $10,500. <br />Dar. Kelly pointed out that the zoning restrictions in the critical <br />area, which is comprised of Bedford, Billerica, Burlington, Carlisle, Con- <br />' cord, Lexington, Lincoln, Woburn, and Waltham, make the land cost so high <br />that only $6000 to $7000 is left for construction of houses. He therefore <br />does not believe that private industry can take care of the allocated needs <br />as outlined. Furthermore, be believes that these 400 units requested are a <br />minimum and that they will be doubled by August. If the financial limits are <br />not raised so that private capital can do the work he is almost certain that <br />public housing will come into the area. It is most likely to go where there <br />are adequate schools, water, sewer, and shopping facilities. <br />The Board discussed at some length the situation and felt that a <br />letter from the Planning Board should be sent to the office of the Adminis- <br />trator, Housing and Home Finance Agency, Washington, D.C., Attn. Mr. John <br />Dobbs, Asst. Administrator, requesting that the financial limits (H.H.F.A.) <br />be raised. It was also decided to hold a joint meeting of the Planning <br />Boards of Bedford, Lexington, Concord, and Lincoln on Tuesday evening, April <br />8, to see what general action can do in alleviating the situation. <br />Lexinston Construction Co. <br />The Board voted to confirm the advertising for Lexington Construction <br />Co. of a portion of Patterson Road so that a public hearing might be held on <br />April 11,. <br />The meeting adjourned at 10:15 p.m. <br />Donald D.
