1 <br />i <br />Mowwdayj,Ootober 22,1951 <br />Presents Adams, Ceonette, Irwin, Johnson, Ripley,, Potter. <br />Meeting opened at 7s1.5 p.m. <br />JAM <br />letter read from Mr. Antonio Lima inquiring if any action had been <br />talon by the Board in changing his zona from R-1 to C-1. Moved by Mr. Irwin, <br />seoonded by Mr. Caouette, that a letter be written Mr. Lima informing him <br />that the matter had not been overlooked and that it would be brought before <br />the town at the neat Town Meeting by an article inserted in the warrant to <br />correct the situation. So voted. <br />Mr. Adams reported that at a meeting of the Board of Selectmen the <br />Edison ley parking proposal.as outlined by the Planning Hoard was agreeable <br />to them. <br />. . 3 .11-7-13-1 <br />At 8 o'clock a joint meeting was hold for the purpose of discussing <br />problems created by the proposed Federal projects with the following presents <br />Mr. Burns, Town Engineer; Mr. Alan McLennan, Lincoln; Mr. Louis Smith, Mr. <br />George Champxsey, Mr. Fred Backes, Bedford; Mr. True, later Mr, Sent, Concord. <br />Mr. Adams explained the situation as outlined in Planning Board Report of <br />Oct.l5th; also that a bill was in legislature providing for extension of <br />gravity sewer from present location to Lexington Center by M.D.C. to which <br />Lexington and Bedford mould tie in. <br />Mr. McLennan stated that he believed the figures as given by Mr. <br />Allen were high and that the number of civilian employees would be nearer <br />2000 than 5000; also that about 1200 of these ]mew what was coming up before- <br />hand and were already located within a reasonable commuting distance and there- <br />fore would not present as much of a problem as outlined. <br />Sewerage. Concord does not at present have a sewerage system. Bed- <br />ford has two plans, one to connect with Concord River, one with Sbawsheen, but <br />at present sewerage is inadequate. Mould prefer to tie in with Lexington. <br />Lincoln has no facilities whatever. Schools are overcrowded in all towns. <br />Rental housing district in Concord is confined to small area in Centers <br />Lincoln to small area near railroad in Center. It is believed that most <br />civilian housing will be by home owners, military by rentals. Lincoln, Concord,, <br />and Lexington would prefer housing to be confined to area near airport, Bedford <br />would rather have it absorbed throughout the town. Mr. Mclennan stated that <br />the appropriation for Federal housing was much less than had been asked and it <br />has been allocated to areas more critical than this, and he therefore believes <br />
