1 L 1 PLAP'A1 11G BOARD M2ETING November 18, 1937 Present:- Messrs. Greeley, Ellis, Kraetzer, Nickerson, Ferguson and Kimball. A transmitting letter was drafted to accompany the re- port of the special committee on Chapter 211 and it was voted Enabling to submit this letter,to the Board of Selectmen. If accept- Act able to them, the Planning Board will care for reproduction and request the Selectmen to care for transmittal. Discussion of the Vine Brook drainage question em- phasized the feeling that this subject was being considered almost solely from a water drainage point of view without adequate consideration being given to the future uses of the area. Apprehension was expressed that should the drainage be accomplished, at say a quarter of a million dollars, that the lands thus made available for building purposes might lead to types of non -self-supporting developments of con- tinued. expense rather than income to the Town. A thought was advanced that there might conceivably be a point somewhere between present conditions and a com- plete drainae project which is economically sound from all points of view . The Board believes that it would be sound judgment on the part of the Town to incur an additional expense of even three or four thousand dollars (including expenses to which the Town may be already committed) if necessary for a study and report, by existing or appointed board, on the possible and probable development of the areas made available through drainage,before embarking on a quarter of a million dollar program. Mr. Nickerson reported some very interesting statements regarding the valuations placed on various parcels of land in this neighborhood by 11r. R. L. Ryder. The Board considered it advisable to discuss these points with the Board of Selectmen and it was voted to ask for a joint meeting on November 30th. Yx . Greeley reported that the subject of increased lot areas and frontages was introduced by the Board of Selectmen at their last meeting and the Planning Board representatives were questioned as to the plans for bringing the subject before the annual Toiun Meeting in March. It was pointed out that intelligent action depended upon knowledge of existing conditions, that a map was now being prepared showing the present platting and that proposals for By -Law changes de- pended upon completion of this map. In view of the active interest now apparent on this subject, the Board docided to press completion of the map, Vine Brook Lot Area Frontage
