PLANNING BOARD MEETING <br />September 23, 1937 <br />'Present*:- Piessrs. Greeley, Ellis, Ferguson, Nickerson and <br />Kimball. hr. Cosgrove part time. <br />Consideration of layouts of the Wellington Estates as <br />made by Barnes & Beal and as revised by Mr. Cosgrove on a <br />topographicalmap brought out the fact that parts of the <br />property were in such low land and in such a poor grade of <br />soil that sewerage disposal will be a matter of considerable <br />importance. <br />The original subdivision took no cognizance of the <br />proposed Circumferential Highway and appeared to give qon- <br />siderable emphasis toward following contours for street lay- <br />out, overlooking the resulting difficulties in building <br />locations. Wellington <br />Mr. Cosgrove expressed the opinion that the 'developers Estates <br />were only immediately concerned with property along Mass. <br />Avenue and old County Road. Ir. Greeley felt that in view <br />of this, the Board could report to the Board of Survey as <br />follows: - <br />1. The layout of old County Road is approved as shown. <br />2. Recommend that subdivision be attempted only where- <br />there is suitable opportunity for sewerage disposal. <br />3. That the location of the Circumferential Highway <br />is so uncertain that no subdivision be made in <br />this part of the plan until further information can <br />be obtained. <br />4. Keep this development as an active subject and make <br />arrangements to meet with the Ross Realty Corp. <br />and their engineers for further study. <br />Mr. Cosgrove presented plans of the present and proposed <br />plotting of the so-called Colonikt Heights Developmento explain- <br />ing that suggested layout would result in increased area for <br />over 80'1161 of the lots through the decreased number of streets <br />and that the Town would benefit through less street mainten- <br />ance. Practically all of the property owners have signified <br />their agreement to this rearrangement but that the subject <br />had been sidetracked by other matters. While the proposed Colonial <br />lot sizes are considerably larger than those recorded, the Heights <br />rearrangement provides for areas less than the minimum re- <br />quired by the By -Law and special action should be taken to <br />guarantee availability for building with minimum difficulty. <br />The Clerk is to discuss the subject with the Town Counsel. <br />Note:- Further consideration should be given to an attempt <br />to replot on present requirements. <br />Mr. Cosgrove retired and the Board reviewed and adopted <br />' a report on the "Mullen" amendment and allocated the votes Mullen <br />and reports on the proposed amendments to the various members.
