1 <br />1 <br />1 <br />PLANNING BOARD MEETING <br />March 9,1937 <br />Present:- Messrs. Borden, Ferguson, Kraetzer, Nickerson and <br />Kimball. <br />The Board was organized for the ensuing year with Neil H. <br />Borden, Chairman and Edward W, Kimball, Clerk <br />Drafts of reports aril recommendations covering the amend- <br />ments proposed for the Bean property, the T,1 Districts and the <br />setback provisions were discussed and approved subject to <br />corrections. <br />Mr. Borden directed attention to the lows in effectiveness <br />of these reports through the often long and tedious recital of <br />the notice of hearing and a rehearsal of the technical amend- <br />ment preceeding the actual findings of the Board. He proposed <br />that in the future the reports be mimeographed, a copy placed <br />in the hands of each Town Meeting Member and that the reading <br />be waived unless so requested. Mr, Wrightington agrees that <br />this will meet the legal requirements. <br />Mr. Kimball agreed to the principle but felt that the <br />copies should be in the hands of the Town Meeting Members in <br />advance of the meeting to permit a careful perusal. He raised <br />a question of expediency in connection with the current reports <br />pointing out the possibility of unjust attack on the motives of <br />advance publicity. <br />Mr. Ferguson, Mr. Kraetzer and Mr. Nickerson felt that <br />there would be no unfavorable reaction and Mr, Ellis was re- <br />corded as approving the suggested change, <br />it was therefore voted to provide copies of the reports <br />to be distributed to all Town Meeting Members on Monday evening <br />and if the articles were not acted upon, to mail copies to the <br />absent members before the next meeting. <br />Mrs. Govan appeared before the Board in regard to the <br />clearing of the woodland in the neighborhood of Woodland Road <br />and its bearing on wild bird life. Unfortunately the relief <br />desired is not vested with the Planning Board and no action <br />could be taken. <br />Mr. Kimball announced his intention to develop a "present <br />use" map on an eight hundred scale to provide the basis for <br />future studies of the public utilities of the town and requested <br />authority (which was granted) to purchase a pair of ten inch <br />proportional ddividers at a cost not to exceed six dollars, <br />This instrument is to be placed at the disposal of the Engineer- <br />ing Department when desired. <br />Mr. Kimball reported a discussion with the Town Engineer <br />relative to the application of the area and frontage regulations <br />when a parcel of land had been lotted previous to the adoption <br />of the Zoning By -Law.
