C <br />1 <br />1 <br />PLANNING BOARD IdEETIArG <br />February 9, 1937 <br />Present":- Messrs, Borden, Ferguson, Kraetzer, Nickerson & Kimball. <br />Mrs. Clarence Cutler, Mr. and Mrs. Snow appeared before <br />the Board to discuss the feasibility of further action toward ob- <br />taining the necessary changes to permit the operation of an <br />automobile filling station on her property located on the southerly <br />side of'the Concord Highway and west of the Waltham Street over- <br />pass. <br />Air. Borden explained the grounds on which the Board based <br />its oast reports and action regarding business adjacent to this <br />highway and expressed grave doubts of the financial success of <br />any additional filling stations. He pointed out the hopes of <br />the Board that the property on this highway be developed along <br />lines that will provide substantial and profitable residential <br />sections, such as the one now growing up in the southerly edge <br />of Lincoln. <br />Mrs. Cutler is opposed to opening up hAr land, does not <br />intend to operate a filling station and feels that such oil <br />company as leases her property would have to face questions of <br />successful operation. <br />It developed that there are no direct bidders for stations <br />and it was suggested. that Mrs. Cutler at least attempt to obtain <br />definite proposals before proceeding further. It was pointed <br />out that the present attitude of the Town appears to"be"definitely <br />opposed to granting further business areas in this section. <br />The following report was transmitted to Mr. T. A. Custance: <br />The Board has again given consideration to a proposed <br />thoroughfare, starting on Waltham Street opposite to or in the <br />vicinity of Vine Brook Road and extending through to Muzzey <br />Street and perhaps to Clarke Street. <br />It is recognized that the areas west of and adjacent to <br />the business zones in these two blocks present problems of lay- <br />out and development which will have a direct bearing on property <br />valuations. A first class residential development cannot be <br />expected in close proximity to a commercial section and we <br />already have indications on Waltham, Muzzey and Clarke Street <br />of the direction of the trend. Under the best of conditions <br />the back doors and yards of stores are not attractions to home <br />owners and some type of buffer use should be provided. <br />The Board is not at all convinced that the present demands <br />are sufficient to warrant any considerable expense in putting <br />a street through in this area but it does believe that for a <br />long range view it will ultimately be necessary and that any <br />steps that can be taken to guard against uses of the property <br />which would preclude such action should be taken. <br />In considering the approximate location of such a thorough- <br />fare, we agree that the Leary property (45 Waltham Street) offers <br />the best layout. An extension of Vine Brook Road would have an <br />unwieldy block at the east and would offer no relief where needed, <br />The location through the Clow -Blake -Earle lots is probably <br />Mrs. <br />Cutler <br />Waltham <br />St-Muzzey <br />Ste <br />
