PLANNING BOARD MEETING <br />March 3, 1936 <br />' Present:- Messrs. Borden, Ellis, Ferguson, Nickerson, Sellars <br />and Kimball. <br />The Town Clerk administered the oath of office to the <br />members and the Board organized with Neil H. Borden as Chair- <br />man and Edward W. Kimball as Clerk. <br />Following a brief discussion, it was agreed that the <br />Chairman of the Board of Selectmen be requested to take up <br />the zoning articles in the following order:- Article 17, <br />Existing Uses and Buildings; Article 20, Ernest DeVincent; <br />Article 19, Mrs. Cutler; and Article 18, Sand and Loam. <br />Reports to be made at the Town Meeting covering <br />Articles 17, 18 and 20 were read, corrected and approved. <br />Under Article 17, question was raised as to whether the <br />clause "except subject to the provisions of Section 9" <br />qualified all of the phrases following the semi -colon after <br />"altered". It is the intention of the Board that it should <br />be so construed and informal advice leads the Board to feel <br />that the intent is sufficiently clear. <br />'Mr. Nickerson spoke of the proposed Precinct Meetings to inform the voters on the various articles and raised the <br />propriety of discussing the various amendments. <br />It was decided that amendments proposed by the Board <br />could properly be discussed and explained but in cases of <br />petitions by individuals it is felt that inasmuch as public <br />hearings have been held, the Board cannot, in fairness to <br />the petitioner, discuss its attitude before the report to <br />the Town Meeting. The Board should,however, make known <br />(if requested) whether action had been taken to support <br />or disapprove. <br />Mr. Borden expressed the opinion that a program of <br />general publicity to inform the citizens of the aims and <br />desires of the Planning Board should be given consideration. <br />With the disposal of the various amendments at the <br />Town Meeting, the Chairman hopes that the Board will be in <br />a position to turn its attention to the broader aspects <br />of Town planning and he requested the members to submit <br />subjects for consideration. It is hoped to allocate various <br />projects to individual members for their special attention <br />and where necessary preliminary study, <br />After <br />Town Warrant <br />' the meeting <br />an informal discussion of the articles in the <br />relating to Depot Square, the Board adjourned <br />at 10:00 P.
