PLANNING BOARD MEETING <br />December 12, 1935 <br />Present: Messrs. Duffy, Borden, Ellis, Kimball, Robinson, Sellars <br />and Town Engineer Cosgrove. <br />The informal conference with Messrs. Beal & Potter of <br />Waltham was reviewed and Mr. Cosgrove reported that conversation <br />with kr. Hebbard lead him to believe that it was the State Boardb <br />intention to overpass the railroad and that the layout as shown <br />on the map was an inaccuracy rather than an intended location <br />at the underpass. Mr. Cosgrove considers that he has a "gentle- <br />man's agreement" with Mr. Hibbard for joint action before final <br />surveys are started. <br />It appears that the Board of Selectmen, together with <br />Senator Mr. Joseph 'Jotton have given consideration to the two <br />proposed layouts and are in agreement on the advantages of <br />easterly route. <br />hrr. Cosgrove was requested to prepare an "eight hundred" <br />map showing the proposed easterly route to be used in connection <br />with the Board's recommendations to the State Planning Board. <br />%essrs. Robinson and Kimball are to prepare a letter <br />addressed to the State Board giving our views on the approximate <br />route, type of crossing and side treatment. <br />Upon advice that the price of aerial maps was to be in- <br />creased on January 1, 1936, it was Voted: That 8 maps be <br />ordered under the direction of the Town Engineer and the <br />Secretary of the Board, the expense to be taken from the Plann- <br />ing Board Appropriation. <br />Cir - <br />carafe ren - <br />tial <br />Highway <br />Maps <br />The discussion with le:r. herriam regarding the conversion <br />of the."Merriam Factory" together with the submitted plans were <br />reviewed. lair. Duffy pointed out that when the Town was originally <br />zoned, this area was deliberately layed out as R.1 with the <br />factory continuing as a non -conforming usage, having in mind Merriam <br />that the locality was fundamentally residential. Factory <br />`'chile there appears to be some latent field for a number Site <br />of smaller type appartments, it has not appeared to offer <br />sufficient financial security to warrant putting up such a build- <br />ing. This was demonstrated about a year ago when a plan was <br />advanced and not carried to completion for a multiple type build- <br />ing to be located back of the Cary Library. This location was <br />specially favorable as utilizing a "butler" zone between business <br />and residential areas. <br />The Board feels that, based on the expected rentals and <br />the probable costs of remodelling, the margin of return would <br />be small. Since success or failure of the project will h9ve a <br />definite bearing on that entire neighborhood, the Board is con- <br />cerned in this aspect. <br />Several of the members desiring to view the premises, <br />further discussion was postponed to the next meeting to be held <br />December 20, 1935. <br />Adjourned at 10:05 P. hk. <br />Respectfully submitted, <br />Clerk Pro Tem. <br />
