PLANNING BOARD MEETING <br />January 26, 1934 <br />f <br />A meeting of the Planning Board was held at the Town office <br />Building on Friday evening, January 26, 1934. The following were <br />present:- Messrs. Duffy, Glynn, Scheibe, and Robinson. <br />Mr. Duffy reported a recent conversation with Major W. E. - <br />Anderson (Room 417, P. 0., Boston) of the office of the Regional <br />Advisor of the Federal Emergency Administration of Public Works., <br />an agency set up for the purpose of coordinating local Planning <br />and Public `forks projects into a definite program of Public im- <br />provements. Mr, Anderson had expressed'a desire to cooperate <br />In every way possible, in the carrying out of any projects that <br />Lexington may be attempting. One example of the sort of work <br />in which the Regional Advisor can function is that of the proposed <br />development of the Fast Lexington Meadow area, in which the <br />neighboring Town of Arlington has special interest. <br />Mr. Duffy expressed some concern with the tendency of the <br />Town and also of the Planning Board to fail to complete any one <br />project, but to make partial progress in many. To avail our- <br />selves of the services of a Regional Advisor or some similar <br />expert may be a means of arriving at more definite results in <br />many of these matters. Pair. Glynn suggested that Mr. Duffy confer <br />further with lair. Anderson, and find out whether Government aid <br />is available for the completion of a comprehensive plan which <br />the Board can use for future activities. It was the opinion <br />that the Planning Board should be concerned with the broad super- <br />vision of various activities, rather than of a mass of detail <br />work. <br />After a short discussion, it was VOTED: That the Board <br />notify the Selectmen that in its opinion=e East Lexington <br />Meadow area should ultimately be flooded; and that any drainage <br />plans now in progress should contemplate such a development. <br />The Clerk was also instructed to write to Mr.'ldrightington <br />to the effect that the Planning Board is engaged in a study of <br />the Fast Lexington Tvleadow area, having in mind a plan involving <br />the flooding of the Iaeadow, carrying out the scheme with or with- <br />out the cooperation of the Town of Arlington; and asking Mr. <br />Wrightingtonts opinion as to the legal aspects of such action, <br />also what requirements it might be necessary to meet. <br />The retirement of Mr. Milne from the Board, made necessary <br />by his business engagements in New fork, was discussed# together <br />with the desirability of selecting or favoring a successor who <br />might be exceptionally qualified for Planning Board work. <br />Great <br />Meadows <br />The clerk was further asked to request of Mr. wrightington <br />a confirmation of his statement, made previously to Mr. Duffy, <br />that in case of a change of zone of any area by the Town, property - <br />owners within the area can not obtain damages on account of the <br />change. <br />The meeting was adjourned at 10:45 P.
