PLANNING BOARD.MSSTING <br />April 28, 1931 <br />7:20 8:30 P. M. <br />Present:. Messrs. Emery, Scheibe, Glynn, Duffy, Cosgrove <br />and secretary. <br />The Rowland Hearing was discussed as follows: - <br />It would be alright If this corner, alone could be put into <br />a business zone but if the whole district is changed, it <br />will tend to depreciate the value of the surrounding property, <br />stop residential building, and make people want stores at <br />Summer Street Extension and along the street further dawn <br />towards Arlington. <br />When an intersection is made business, it'means <br />that another settlement will start and peshsps become almost <br />a separate town. <br />This street is a through way to .by' -pass traffic <br />from going through the center of the town and should be <br />kept free from business congestion. <br />If the zoning is changed, it will make it a <br />plain business area and anyone may come in and start filling <br />stations or other st-ores, but if the Board of Appals handles <br />it, they can grant the Rowland's petition under the non- <br />conforming use and keep the district residential.' <br />The following motion was made by Mr. Duffy, and <br />seconded by Mr. Scheibe:- "That the Planning Board, upon <br />considering the Rowland hearing, is in favor of granting <br />the petition in substance but feels that it will be better, <br />in view of the uncertain conditions in that locality, to <br />have it handled through the Board of Appeals." <br />Mr. Duffy brought a plan of the proposed East <br />Lexington Playground before the Board. He explained that <br />some drainage would have to be put in there because it is <br />so low and thinks the Town should control i't. <br />The'meeting'was adjourned at 8:30 P.
