Nov. 4P 1924. <br />• <br />P1.AIV1 INCT BOARD J&ETING. <br />The postponed meeting of the Planning Board was held in the <br />Selectmen's Room on Tuesday evening, Nov. 4th., at 8 o'clock, all <br />members being present. <br />A STRELT BUILDING <br />POLICY. <br />It being the opinion of the Board that the present <br />policy of the Selectmen in grading newly accepted streets <br />for only a portion of their width and assessing betterments <br />on this basis will inevetably put the Town to great expense <br />when, at some later date, these streets are finished their <br />entire width; - as a basis of a communication to the Select- <br />men calling attention to the gravity of this course of pro <br />ceedure, some time was spent listing the various kinds of <br />trouble to which the Town might be liable;- with the follow- <br />ing result. <br />If the Town in accepting a street does not build it the <br />full width, assessing costs under the betterment act, comple- <br />tion later, with no expense assumed by the abettors, may in <br />the following instances be done only at an excessive cost, to <br />be borne by the tax payers at large. <br />' a, zxcessively steep embankments ( fills ) requiring <br />retaining walls and guard rails. <br />b. Deep cuts, involving retaining walls or steep <br />slopes; and if ledge is encountered, additional <br />excessive costs. <br />c. The problem of lateral drainage is greatly increased <br />where fills and cuts have to be constructed after- <br />wards. <br />fter-wards. <br />d. Present, also, is the question of possible land <br />damages to be met if street is not built its full <br />width at the outset. <br />e. The central portions of a street, as usually laid <br />out, takes the easiest course. The most expensive <br />portions to build are the sides necessary to bring <br />the travelled way to its accepted width, <br />f. riidden rocks, cuts, gullies, etc, in unfinished <br />portions on either side may result in heavy damages <br />for the Town to assume. <br />0 <br />
