BOARD OF HEALTH MEETING
OCTOBER 16, 1984
The regular monthly meeting of the Board of Health was held Tuesday, October
16, 1984 at 7:15 p.m. in Room G-1 (Recreation Office) of the Town Office Building.
Members present were:Donald A. Goldmann, M. D., Howard B. Asarkof, D.D.S. and Mr.
George A. Smith, Jr., Director of Public Health.
Mr. Smith introduced and welcomed Dr. Asarkof as a new member of the Board of
Health.
Minutes of the September 10, 1984 meeting were acceptable to the Board.
SANITARIAN'S Mr. Smith told the Board that Mrs. Deborah Halko, Sanitarian, was unable to
REPORT be present this evening so he reported that she has been very busy doing inspections
and re -inspections.
They have to keep right after Dunkin Donuts to the point of telling the owner
(manager) if things were not improved upon the Board of Health would have to close
them down. Even the help was dirty looking. Mr. Smith and Mrs. Halko went back to
Dunkin Donuts today and things had really improved and the help was much, cleaner
looking. They will go back in another month for another inspection.
Mr. Smith said they also went back to Castiello's Bakery. It was not clean.
Mr. Smith and Mrs. Halko are going to re -inspect it every two weeks.
The plans to put a kitchen in the basement at Castiello's had been approved
but now Mr. DiMatteo has put a "stop work order" on this because of doing some
things differently than the plan showed.
Dr. Asarkof mentioned the various eating places that the help does not wear
"hair restraints".
Mr. Smith said he keeps trying to get them to wear them. He said the mana-
gers keep saying "they are on order".
At 8;00 p.m. members of the RDNA Advisory Committee came before the Board
RDNA to formally present the cover letter and the proposed regulations for Recom-
ADVISORY binant RDNA Research for the Town of Lexington. Those members of the committee
COMMITTEE present were: Diane Nosnick, Chairman of the Committee; Donald A. Goldmann, Mj.D.
(Board of Health Member, also) Iclal S. Hartman, Ph.D. and Stephen W. Miller, M. D.
Mr. George A. Smith, Jr., Director of Public Health accepted the proposed
regulations for James W. Lambie, Chairman of the Board of Health in his absence.
The regulations will be reviewed and discussed at the November meeting of
the Board of Health.
RDNA will be on cable T.V. in December when a film will be shown with a
question and answer period following.
At the next Board of Health Meeting in November the Board of Health will
decide a date to hold a public hearing in regard to RDNA.
FEE INCREASE
Town Meeting in June of 1984.
Mr. Smith told the Board some fees had been approved for an increase at

FARMINGTON Plans have been submitted to the town for a subdivision on Bow Street (Cataldo
RISE SUB- land) by Mark Moore of Moore Homes, Inc.
DIVISION
There is town sewer and water available and the Conservation Commission is
reviewing the drainage. It is pretty much a usual type subdivision.
HAZARDOUS Hazardous Waste Day is being held on Saturday, October 20, 1984 from 9:30
WASTE DAY a.m. to 3:30 p.m. up at the town barn on Bedford Street.
Hazardous Waste Day started here in the Board of Health and is sponsored
also by the League of Women Voters. This will be the third Hazardous Waste
Day we have had. Money for it is voted at town meeting.
TEMPORARY Mr. Smith mentioned to the Board that he has re -done the regulations for
FOOD temporary food service and temporary food service establishments.
SERVICE
SECTION II The caterers fees are as follows:
Commercial: Each mobile vehicle, stand or trailer $10.00

Charitable/
Nonprofit churches, schools, civic group, scout troops, $ 5.00
etc.
Catered function: each licensed caterer $25.00 PER YEAR OR
$ 5.00 PER FUNCTION
SECTION VII: Caterers - states a caterers commissionary is required to have a
current valid current license.
Each caterer is required to have a current permit frau the
Lexington Board of Health as provided under Section II of the
regulations.
Communicable diseases are reportable to the Board of Health and any person
affected with a communicable disease (working in a food business) or is a
carrier shall be prohibited from work.
Mosquito control activities are winding down at this time. MOSQUITO
CONTROL
Mr. Smith told the Board that Dr. Grady was speaking tomorrow (October 17,-
1984) on encephalitis at the Middlesex Mosquito Control Meeting.
This year for mosquito control awareness the Health Department Director put
messages on cable TV, had a hot line for residents to call for updated messages
and also sent pamphlets home through the schools.
Mr. Smith said next year we may not have to scale it up for mosquito control
but he doesn't want it scaled down either.
MISC. Mr. Smith told the_Board that Mrs. Halko had gone to Raytheon cafeteria and
BUSINESS they had put "no smoking" signs up on some of the tables.
Owner of property at 6 Raymond Street went to court on Monday (Oct. 15) in
regard to violations that were our problems. There are still building department
problems there - the house needs to have a structural engineer come there.
Mr. Smith told the Board that we had a person come in to request an ap-
plication for a "massage license".
A resident of Dane Road came into the office in regard to something she felt
should be a concern - (Vinebrook) - because 4 persons in four houses right in a
row on Kendall Road have cancer. (These are different types of cancer)
Mr. Smith told the resident that everything should be documented and if
she could prove something of that magnitude it has to be put in writing and
have proof of this problem.
We received another call today, Mr. Smith said, from a resident of the same
area complaining about Vinebrook and the smell, etc. Mr. Smith went over there
and found the brook to be dried up. He told the Board that the residents will
get together and different ones call with complaints because they want Vinebrook
to be covered over.
Meeting adjourned at 8:50 p.m.
