BOARD OF HEALTH MEETING
APRIL 18, 1984
The monthly meeting of the Board of Health was held Wednesday, April 18,
1984 at 7:15 p.m. in Room G-15 of the Town Office Building. Members present
were: James W. Lambie, Chairman; Linda Roemer, Ph.D., Donald Goldmann, M.D.,
George A. Smith, Jr., Director of Public Health and Debbie Halko, Sanitarian.
The sanitarian gave her report to the Board. She has been inspecting
vending machines at companies in the area, inspecting the social clubs and has
started to inspect the swimming pools. Debbie has inspected the Millican
pool because their season opens in April. She is doing all the indoor pools
at this time. When the outdoor season is approaching all those pools will
be inspected and they they are frequently checked all during the swimming
season.
At 7:30 p.m. Mr. Litant of Douglas Road came before the Board of Health
at his request.
Dr. Roemer opened the discussion by saying that the Board had sent him
a letter stating that they were looking into the Douglas Road area in relation
to a high cancer rate that he brought to their attention.
Dr. Roemer stated that they had been doing some surveys but they are
inconclusive at this time.
Mr. Litant said that he appreciated their giving him this time to speak
with them and that he has a great concern about the area and the high rate of
cancer, in particular, breast cancer that his wife died of.
He said that some time in the future his house will be transferred to his
children and he is fearful that the house is contaminated. Over the Woburn
line there is a ballfield and a swamp and his son has said there used to be
discarded barrels over there. It is a wooded area and Mr. Litant feels that
dumping could have been going on for years before the houses were built.
There has been 3 deaths verified in that area and six people are being
treated now for cancer. The Board said out of the six identified as having
cancer only three had breast cancer.
A survey of breast cancer of 5 towns showed the following results:
Lexington 112 - Concord 234 - Acton 56 and Sudbury 113.
The data from the tumor records for the whole state is due out in six
weeks.

Mr. Litant said there seems to be a cluster of deaths in that area. One
woman just finished a series of treatments for breast cancer.
Dr. Roemer said she was going to Bedford after our meeting because they
were having a meeting about breast cancer and she will see what they have to
say.
Dr. Goldmann said there is 3 ways to go:
1. based on mortaility rate - do nothing
2. do water survey for toxics in the water
3. do a full scale epidemiology survey - but that is a larger undertaking.
That would have to be done by CDC or OSHA.
Mr. Litant kept stressing that he would like that area checked.
Mr. Smith said he has talked to E.P.A. and the Woburn Health Office and
they deny that any toxic waste has ever: been dumped in that area.
Mr. Litant asked if the E.P.A. could do a series of tests.
Mr. Lambie said it certainly would be one of the options but before they
do that he would like other reasons to do a survey. They would first like to
find out if there was ever any dumping there, etc.
Dr. Goldmann said he would be interested in any further causes of death
of people listed. There may not be an answer to this.
After further discussion Mr. Lambie said the Board will look into it further.
Mr. Litant said it is a very difficult time for him and he plans to pursue
this whether it be here or other places.
Mr. Litant said he wants to be notified of what is going on in this
survey. He then thanked the Board and retired.
