BOARD OF HEALTH MEETING
OCTOBER 17, 1983
The regular meeting of the Board of Health was held Monday, October 17, 1983
at 7:30 p.m. in Room G-1 (Recreation Office) of the Town Office Building.
Members present were: Mr. James W. Lambie, Chairman; Dr. Michael S. Erdos,
Linda Roemer, Ph.D., George A. Smith, Jr., Health Director and Deborah Halko,
Sanitarian/Intern.
SANITARIAN Mrs. Deborah Halko, Sanitarian/Intern reported to the Board that she and Mr.
REPORT Smith had inspected a few hourses for asbestos. They did find asbestos in
most instances and Mr. Smith advised the residents what they should do.
Mr. Smith and Debbie went to Hanscom Air Force Base to discuss mosquito control.
The Air Base was interested in what Lexington was doing and they plan to do co-
operative work with Lexington on mosquito control.
Debbie told the Board she is checking out the restaurants for the "No Smoking"
sections. Most restaurants have complied. There are a couple that do not have
designated areas, as yet.
Debbie has completed testing the outdoor swimming pools for the summer season.
Mr. Smith is going to start Debbie now in inspecting hotels.
MOSQUITO Mr. Smith asked the Board if the draft of the mosquito control report was o.k.?
CONTROL The Board agreed it was all right to type and send to the Town Manager and the
Board of Selectmen. This concludes mosquito control for this year.
Mr. Lambie asked if we have data on a monthly basis and what we sprayed.
Mr. Smith said, "Yes", we did have some data on a monthly basis and he will get
it all together. Mr. Smith said the E.M.M.C.P. will get back $8,000.00 from
the State and $500.00 will be applied to the Lexington account.
Mr. Lambie asked if we should do anything different next year.
ANNUAL FLU Mr. Smith Said"No, but he would spray in the Spring" He said the first case
VACCINE of EEE could come as early as July.
CLINIC
Mr. Smith said he'd like the mosquito spraying trucks to be better marked next
year and would like flashing lights on them so that people would be able to
identify them when they are on the streets.
Mr. Smith reported that we did around 688 people at the flu clinic including
a few at the Greeley Blood Pressure Clinic. We had ordered separate vaccine
for the nursing homes.
WINNING Mr. Smith told the Board that a Mrs. Pesce had been into the office about
FARM dumping on the Winning Farm Land. Mr. Smith does not see any threat there at
this time. Mrs. Pesce wants to sell the land to Conservation and wants to make
sure she can get a fair price.

The Board of Selectmen are going to discuss this at their meeting and Mr. Lambie
said that he would attend this meeting to listen to the discussion.

The League of Women Voters President came into the office and told the Director
that she was upset because the Lexington paper did not print the article relating
to the Hazardous Waste Day coming up. She is sending some literature home with
the school children so that residents will be aware of this Hazardous Waste Day.
The Director said he also was going to check to see if the League had put it
on cable t.v.
COURT Mr. Smith had filed a complaint in Concord District Court against a resident
COMPLAINT at 376 Lincoln Street. He had ordered this resident to connect to the Town
sewer because of a malfunctioning system.
Mr. Smith said the day after the court complaint was filed the resident finally
tied into town sewer, so this problem resolved itself.
The Director told the Board that we have had an emergency medical telephone
number at an answering service for many years. He feels it is now time to cancel
this service out. The Lexington doctors have basically formed an "associate
group" and have a Lexington Emergency Access Phone number.
This has been given to the police and fire departments and mailed to Lexington
residents. It is therefore unnecessary to keep the "emergency" number at the
answering service.
At 8:30 p.m. the Board of Health went to G-25 and met with the Planning Board
in reference to the RDNA. The two boards discussed their views on how to handle
this problem. It must be decided whether to allow this research in Town and, if
so, what ordinances should be adopted.
It was decided that other departments should get together with these two depart-
ments, including zoning, Board of Appeals, Selectmen, Town Manager to discuss
this very important topic before the Collaborative Research should be allowed
to develop this research, if it will be allowed in Town. It was also decided
it would possibly to to Town Meeting or have a Public Hearing.
The next meeting will be on November 14, 1983.
