BOARD OF HEALTH MEETING
June 18, 1954
A regular meeting of the Board of Health was held Friday,
lune 18, 1954 at 3 P.M. in the Selectmen's Room, Town Office
Building. Chairman R. L. McQuillan and Dr. Cosgrove were
present. Mr. Jackson, Health Sanitarian, and the Clerk were
also present.
Mr. James L. Gormley, Old Concord Road, South Lincoln,
Massage appeared before the Board at 3.20 P.M. re application for
License license to practice massage. Mr. McQuillan asked for a little
information on this license as thereis very little in the state
laws outside of the fact that a license must be obtained in the
town.
Mr. Gormley stated that his cases were referred to from
doctors for back strain and tired muscles, and were by appoint-
ment only.
The Chairman questioned if Mr. cbrmley was going to build
up a Health Clinic and Dr. Cosgrove asked if it were anything
like a Health Clinic. Mr. Gormley replied No, it was more
like Swedish massages.
Replies to letters written to references supplied by
Mr. Gormley have not as yet been received, Mr. Giles, con-
tractor in Lincoln, and Mr. Kelleher, retired Chief of Police
of Lincoln.
The Board stated that they had no objections to granting
this license, but would wait until the reference letters were
received and Mr. Gormley could keep in touch with Mr. Jackson.
Mr. Gormley intends to purchase home at 6 Taft Ave., Lexington,
for this business if license is granted by the Board of Health
and also permission received from the Board of Appeals as to
zoning. Mr. Gormley retired at 3.30 P.M.
Chairman It was voted, subject to the approval of Mr. Cole, to re-
elect Mr. McQuillan as Chairman for the Board for a term of one
year.
Application for public assistance received from John Skinner
"Bill for the hospital bilis of his wife who is at present at the Haynes
Memorial Hospital with a form of encephalitis which is a commun-
icable disease. Mr. Skinner is unable to pay the bill, but ac-
cording to a budget worked out by Mr. Collins, Welfare Agent,
it was felt that Mr. Skinner could pay $15.00 a week towards the
bill. It could not be determined how long Mrs. Skinner will be
in the hospital until Mr. Jackson can communicate with the doctor.
The Board suggested that this case be held in abeyance until Mr.
Jackson checks further and also contacts Mr. Stevens regarding it.
Premature Application for assistance was received from Mr. Zittel fer
Baby hospital bill of his premature baby born May 23, 1954, and who is
Zittel still in the Boston Lying -In Hospital. Mr. Zittel is at present

out of work and unable to meet the bill, and it was voted by the
Board that the hospital bill for this premature baby be sent to
the Board for payment.
Letters were received from Mrs. Alice Shannon, Mr. Raymond
Turcott, and Mr.1 ancis Donovan regarding their connecting to the
sewer in the Manor section. All asked for an extension of time Manor'
as they were financially unable to connect at this time. The Sewer:
Board voted to grant them a further extension to not later than
September 15, 1954.
Application for a permit to keep 12 poultry received from Animal
Mr. Charles Baker, 46 Grove Street, was denied by the FBeard due Permit
to the fact that several of the neighbors in that area voiced
their objections.
Application for permission to keep 35 turkeys received from
( rge Wesinger of 64 Garfield Street was held up until Mr. Jackson
had an opportunity to check.
Application of Mr. Gustave Hurtado to keep 25 swine was still
held up because of the condition of the premises. A letter is to Swine'
be sent to Mr. Hurtado stating that unless he complies with the
conditions contained in a previous letter from Mr. Jackson, within
two weeks, permidsion will be denied him to keep swine.
The Chairman requested that a letter be written to Mr. Domenic
Gabriel refusing permission to keep one swine at 106 Laconia
Street explaining that it is the Board's policy to issue no new
permits to keep swine.
It was also requested by the Chairman that a letter be sent
to DeVries Construction' Company regarding the defective sewage
system at Paul Revere Road asking that this condition be taken DeVriea
care of at once.
Report from the L.V.N.A. for month of May noted.
