BOARD OF HEALTH MEETING
February 26, 1954
The regular meeting of the Board of Health was held Friday,
February 26th., 1954 at 3.00 P.M. in the Selectmen's Room
Town Office liuilding. Mr. McQuillan, Chairman, and Mr. Cole
were present. Mr. Richard Jackson, Health Sanitarian, and the
Clerk were also present.
Mr. Lidberg, Mr. Woods and Mr. Swenson appeared before the
Board. Mr. Lidberg and Mr. Woods attended at the request of
the Board for their failure to make application for a permit
to keep animals on their premises.
Mr. Woods explained that for yearn he had made application
for permit to keep swine. He no longer has any swine but does
have a horse. He was under the impression that the application
blanks sett to him were for the swine so did not sign them.
He will comply and sign the application for a permit to keep
one horse.

Mr. Lidberg said he had never made application for a permit
to keep animals, (cows) and that an application has not before
been sent to him. He also objected to Section 10, 4hapter IV
of the new Rules and Regulations of the Board of Health.
Mr. McQuillan explained that a Public Hearing on these new rules
and regulations was held to permit those interested to protest
if they so desired, but Mr. Lidberg said he was not aware of
this public hearing.
Mr. Swenson also objected to Article 10 re: fertilizer.
Chairman McQuillan auggedted that Section 10 be changed and
it was voted to adopt the following change in Chapter IV,
Section 10 - °Whenever swine manure be applied to the land
as fertilizer, it shall be spread immediately and turned under
within twenty-four hours.°
Mr. Lidberg, Mr. Woods and Mr. Swenson retired at 3.30 P.M.
Application for nomination of Inspector of Slaughtering
was received from the State Department of Public Health, and
Mr. Richard Jackson was nominated as Inspector of Slaughtering
by the Board.
Application for nomination of Inspector of Animals was Animal
received from the Department of Agriculture, Division of Inspec-
Livestock disease control, and Dr. Carl Benton was nominated tor
for the year 1954-1955 by the Board.
Letter was received from the Lexington Visiting Nurse LVN.
Association requesting appointment of a member of the Board
to serve on the Association's Board of Directors. 'Chairman
McQuillan agreed to represent the Board for another year.
Letter from Town Counsel, Mr. Stevens, regarding action Dailey
of Mr. Dailey's piggery was noted by the Board and it was
suggested by the Chairman to hold this matter up for further

developments.
Report from the L.V.N. P. f or visits made during January,
1954, was noted.
Mr. A. C. Mortimer, 14 Dexter Road, was requested by the Chairman,
to appear before the Board to discuss his connecting to the Manor
sewer. Mr. Mortimer contacted Mr. Jackson and informed him that
he had sold his property at 14 Dexter Road and had advised the
new owners that it would be necessary to connect to the town sewer
without delay.
Premature Correspondence re: premature baby Fidler, was presented to
Baby the Board. The Chairman requested that Mr. Jackson check further
Fidler into this matter as this baby was born at the U. S .Ndival Hospital,
and ascertain'tM there should be a charge.
An application for a license to operate a nursery school by
Mrs. Wilda Ward of 233 East Street was held up pending further
investigation. In 1951 Mrs. Ward's application was denied until
she had received approval from the Board of Appeals. It was re-
quested that Mr. Jackson look further into this and report.
