262 <br />SELECTMEN'S MEETING <br />April 1, 1947. <br />A regular meeting of the Board of Selectmen was held <br />on Tudsday evening, April 1, 1947. The Board met o& Tues. -- <br />day because thf the fact that the Adjourned Town Meeting <br />was held on Monday. Chairman Paxton, Messrs. Locke, Gay <br />and Emery were present. The Clerk was also present., <br />At 7:30 p.m. Mr. Daniel A. Lynch, Town Counsel, and <br />Mr. Joseph DeFoe, Sup't. of Public Works, met with the <br />Board. <br />The Chairman explained that Mr. Lynch and Mr. DeFoe <br />had been invited to meet with the Board this evening to <br />discuss Board of Survey agreements and bonds. He stated <br />that tt is the opinion of the Board that the Board should <br />be certain that streets, petitioned for in connection with <br />Board of Survey layouts, are going to be constructdd. He <br />said that he would like the Town Counsel to tell the Board <br />just what could be done. <br />Mr. Lynch stated that the Board could do almost anything. <br />He suggested printing rules and regulations so that prospective <br />developers might have them to study. Mr. Lynch said tiiat the <br />requirements shouldbe uniform and the same for each developer. <br />He said that no matter how strict the regulations are, once <br />they are adopted by the Board, no variations Should be made. <br />The Chairman said that it appears now that there are <br />to classes of developers -- our local citizens and those <br />coming from out of town trying to make money in a hurry. <br />The Chairman asked if an agreement could prevent the <br />developer from building houses and Mr. Lynch replied in the <br />negative. <br />The Chairman asked if the developer could build houses <br />before the ttreets are completed and Mr. Lynch replied in <br />the affirmative. <br />Mr. Emery asked if the Town would be adequately pro- <br />tented by requiring a bond of 100% and Mr. Lynct replied in <br />the affirmative. <br />The Board of Selectmen, acting as a Board of Survey, <br />decided that all future Board of Survey agreements are to <br />follow exactly the form used in 1946 for the R. Lockwood <br />Tower, et als development in Follen Hill. In the event a <br />developer, or his contractor, is permitted to install the <br />water mains, an additional item must then be included in the <br />agreement. <br />The Chairman asked Mr. DeFoe if he knew what the figure <br />for the Selfridge bond should be and Mr. DeFoe replied that <br />meg <br />1 <br />
