<br />PLANNING BOARD MINUTES <br />MEETING OF APRIL 2, 2018 <br /> <br />A meeting of the Lexington Planning Board, held in the Parker Room was called to order at 6:10 <br />p.m. by Chair, Richard Canale with members Ginna Johnson, Charles Hornig, Nancy Corcoran- <br />Ronchetti, and Bob Creech, and planning staff Aaron Henry and Lori Kaufman present. <br /> <br />***********************2018 ANNUAL TOWN MEETING************************** <br />Discuss Article 42, Special Permit Residential Developments: <br />More documents were submitted, Mr. Farrington’s letter, Mr. Hornig’s changes, letter to the <br />Board of Selectmen as requested, and Mr. Daggett’s changes. <br />Individual Board Comments: <br /> <br /> A new provision 6.9.9.1 this language is a new restriction and different from what was <br />presented at the public hearing and is a substantive change to Site Sensitive <br />Developments (SSD). Was it your intention to change the SSD GFA? Mr. Daggett said <br />that was not the intention and was a mistake. Staff will work with Mr. Daggett to back <br />out this change. <br /> <br /> Confused about the definition of the unit multiplier and how it was computed. <br /> <br /> Accessible units are giving flexibility for senior housing that would be difficult to move <br />forward. <br /> <br /> This will prevent flat over flat units. <br /> <br /> There should be further discussion on the configurations. <br /> <br /> Has Town Counsel reviewed this bylaw? Yes. <br /> <br /> Is the multiplier to be presented by the developer or the Planning Board? <br /> <br /> The feasibility analysis using Keeler Farm is unrealistic? If you add the hard costs and <br />soft costs this project would be in a hole for $2,000,000. Concerned with credibility of <br />the two feasibility charts with two different results <br /> <br /> This is less restrictive than the previous proposal presented at the public hearing. <br /> <br /> The Balanced Housing Developments (BHD) do not provide attainable or affordable <br />units. Need to partner with developers to get affordable units. <br /> <br /> This is a step in the right directions with the SSD change being backed out. <br /> <br /> Concerned that no one will build these units with all the restrictions as stated in Mr. <br />Farrington’s letter. <br /> <br />
