61 <br />MEETING - BOARD OF APPEALS <br />I <br />SEPTEMBER 70 1934. <br />A meeting of the Board of Appeals was held at the <br />Selectmen's Room, Town Office Building, on Friday, September <br />7, 19341 Messrs. Glynn, Robbins and Hatch werd present. The <br />Secretary was also present. <br />Hearing was declared open upon the application of J. F. <br />Browne of Lexington Road, Concord, for permission to maintain <br />a riding school at the property of Martin Swenson on Concord <br />Avenue, <br />Mr, C. Edward Glynn acted as Chairman, Protem, and called <br />the hearing. Mr. Howard W. Robbins, Clerk, was called upon <br />to read the notice of the hearing. <br />Mr. J. F. Browne was present and stated that he was <br />desirous of maintaining a riding stable at the Kelsey Ranch, <br />so called, which is now used as a dairy farm and work horses <br />are kept there. He stated that there would be no change in <br />the property at all, and that it would attract a nice type <br />of people, that there would be nothing that would detract <br />' from that section of the community and there will be nothing'* <br />about the sign that would detract. It would probably be V— <br />' -small sign placed at the corner calling attention to the <br />Kelsey Ranch riding School. <br />In answer to Mr. Glynn's inquiry, Mr. Browne stated that <br />he and his daughter were to operate the riding school and it <br />was their intention only to use the property. They would <br />manage to keep the horses off the road. His daughter goes to <br />High School and when he was not there she would be. He <br />stated that there was plenty of place for parking on the <br />property so that there would not be any on the road. It <br />would be a small business, with perhaps the exception of <br />Sundpry. He would keep from six to ten horses, but just <br />now he had only three. He would keep nothing else in <br />conjunction with the stable horses. Mr. Browne stated that <br />he was now living in Lexington but not on this property, but <br />eventually he would live on this property. <br />Georffrey L. Pippette of Shade Street stated that he <br />lived right across, and they had no objection to a school, <br />but they did want to ask if there would be any change in the <br />Zoning Law that would allow any other business to be put in <br />there, or whether it was just a modification of the law. <br />Mr. Glynn explained that this was not granting any change <br />in the Zoning Law that would allow any other person to carry <br />on the permit that would be expressly granted to the applicant <br />if granted, and that to change the zone would be beyond the <br />powers of the Board of Appeals. <br />Mr. Oscar A. Andresen of Shade Street stated that he 'felt <br />that in a residential zone business was prohibited and he did <br />not want to have something established that would continue. <br />that will show an business existin there.
