�1b <br />Budgets <br />Welfare <br />Pers. <br />Services <br />SELECTMEN'S MEETING <br />February 14, 1942. <br />A special meeting of the Board of Selectmen was <br />held in the Selectmen's Room on Saturday, February 14, <br />1942 at 2;30 P.M. Chairman Giroux, Messrs. Potter, <br />Rowse, Locke,,and Sarano were present. The Clerk was <br />also present. <br />The following members of the Appropriation Committee <br />appeared before the Board: George C. Sheldon, Lewis L: <br />Hoyt, George M. Hynes, Richard W. Maynard, and Aar.es E. <br />Spellman. <br />Mr. 'George M. Morse appeared to discuss budgets: <br />Mr. Morse had rewritten his budgets so that the total <br />appropriation for all forms of charities, including personal <br />services is $110,971.92. The Chairman asked Mr. Morse if <br />he had any fear that this amount of money would not be <br />sufficient and Mr. Morse said the only item he was afraid <br />of was Chapter 111. This is the Military Aid Chapter. <br />The Chairman said that he wasn't afraid that there would <br />be much call for aid to military dependents this year, <br />but that next year the call might be serious. The Chair- <br />man asked if the Boards would agree that no one could pre- <br />dict now and that it might be well too on a basis of <br />waiting and seeing what happens. Mr. Sheldon said that <br />he hated to have to call a Town Meeting later on to trans- <br />fer from. the Excess and Deficiency Account as it would be <br />defeating their purpose. It was decided to leave the <br />budget at $110.971.92 for all types of aid. <br />Personal services were discussed next. <br />The Chairman asked Mr. Morse if the salaries <br />recommended by him were obligatory under the Merit <br />System Laws and Mr. Morse said his instructions were <br />that they are obligatory. The Chairman read the law <br />relative to compensation for welfare employees and <br />said that the law applied to persons handling Old Age <br />Assistance and Aid to Dependent Children. Mr. Rowse <br />asked if Mr. Morse could separate his employees and <br />have certain ones working on each brancheof aid and <br />Mr. Morse said perhaps it could be done. There was a <br />lengthy discussion on salaries for the welfare em- <br />ployees. <br />Mr. Morse retired at 3:30 P.M. <br />is <br />
