He spent about $300. for extra <br />clerical help this year. Mr. Rowse asked why N.Y.A. girls <br />would not work out all right. Mr. Spencer said that one <br />girl could work only 55 hours a month and it would mean <br />breaking in two girls. Mr. Rowse asked if this would be a <br />permanent addition to his department, and Mr. Spencer said <br />that he hoped so. Mr. Spencer said that his clerk spent <br />a great deal of her time answering telephone calls. The sum <br />of $510.00 was requested for Expenses as compared with $400 <br />in 1939. It was necessary to request a transfer of $107. <br />in 1939 so the 1940 estimate is based on 1939 expenditures. <br />Mr. Spencer said that he was requesting $40. for a folding <br />gate to be placed over his counter and closed at night so <br />that people could not climb over the counter. <br />Mr. Potter asked the Assessors how they would feel <br />about having their terms expire on Dec. 31st rather than Assessors' <br />on March 31st, and they all felt that it was the proper terms* <br />expiration date. He suggested that the members resign on <br />December 31st instead of carrying over until March 31st and <br />they all agreed that they would do so. <br />The Assessors retired at 9:07 P.M. <br />Mr. Morse appeared before the Board at 9:15 P.M. to Welfare <br />discuss welf are.matters and retired at 10:00 P.M. <br />' Mr. Morse said that last Wednesday there was a <br />conference at the State House and the State was notified <br />that it would have to submit to the Social Security Board <br />a statement of persons employed in all welfare departments <br />before Feb. 1, 1940. Mr. Morse talked with Clifford Cook, <br />the agent in Arlington who is a member of the State <br />Association, who said that three plans for qualifying had Morse <br />been submitted as follows: competitive examination; non- appointment - <br />competitive examination; and automatic qualification after <br />three years' employment. Mr. Rowse asked if this was a merit <br />system, and -Mr. Morse replied in the affirmative. Mr. Cook <br />said that inasmuch as Mr. Morse was acting in a temporary <br />capacity, he would not be approved. Mr. Cook suggested that <br />Mr. Morse be appointed agent before Wednesday, Jan. 17th if <br />possible. Mr. Morse retired. <br />Mr. Rowse moved that George V. Morse be appointed <br />Welfare Agent in the Town of Lexington. Mr. Locke seconded <br />the motion and it was so voted. <br />Mr. Raymond appeared at 10:02 P.M. <br />Letter was received from Francis Dailey of 18 Bowker <br />Street relative to the estimate of the cost, of construction <br />of Bowker Street. Mr. Dailey said the abutters felt that Bowker <br />there were several parcels of land, including corner lots, Street <br />which had not been included in the estimate and which, if <br />included, would reduce the cost to the abutters. Mr. Ray- <br />mond said that if the Selectmen determined that those corner <br />lots should be assessed a betterment and the Selectmen felt <br />
