5T4A <br />SPECIAL SELECTMEN►S MEETING <br />' MARCH 23, 1936. <br />A special meeting of the Board of Selectmen was held <br />in the Selectmen's Room, Town Office Building, on Monday, <br />March 23rd, 1936 at 6:30 P,M. Chairman Ferguson and <br />Messrs. Potter, Giroux, Clark and Ross were present. The <br />Clerk was also present. <br />Letter was received from the Appropriation Committee <br />relative to Article 51 in the Warrant for the Town Meeting <br />which has to do with the warning signals at the Fletcher <br />Avenue crossing. The letter stated that the Appropriation <br />Committee had reconsidered its previous action to dis- <br />approve an appropriation for the installation of the �' <br />signals, and had then voted to approve an appropriation <br />Of $1500. for the installation of the signal lights if it <br />was determined by the Town Counsel that the Railroad had <br />a legal right to close the crossing, but that the expendi- <br />ture of money should be conditioned upon securing a <br />satisfactory agreement from the Railroad to keep the <br />Vote on <br />crossing open after the lights were installed. <br />Fletcher <br />The Chairman stated that it was the opinion of the <br />Ave. warn - <br />Town Counsel that the Town had no right to stop the rail- <br />ing signalg <br />road .from closing the crossing. He stated that the <br />railroad had tentatively agreed to leave the crossing <br />' <br />open if the Town would install the warning signals and <br />maintain the lights. Mr. Ferguson and Mr. Giroux wondered <br />if the Town or the railroad would be liable if there was <br />an accident, and it was felt that the railroad would be <br />responsible if It agreed to leave the crossing open. <br />Mr. Giroux moved that the previous vote of the Board dis- <br />approving the appropriation for the installation of the <br />signals be rescinded. Mr. Ross seconded the motion, and <br />it was so voted. Mr. Giroux then moved that an appropriation <br />of $1500, be approved for the installation of warning <br />signals at the Fletcher Avenue railroad crossing, provided <br />an agreement could be entered into with the railroad <br />relative to accidents, etc., and that an appropriation of <br />$100. be approved for the maintenance of the warning <br />signals. Mr. Potter seconded the motion, and it was so <br />voted. <br />Letter was received from the Appropriation Committee <br />01Connora <br />which stated that John O+Connor's salary was included in <br />Salary. <br />the Highway Dept, budget, but that one weekts salary had <br />been paid from the Public Works, Labor and Materials Account. <br />The Chairman stated that O'Connor had been working on the <br />W.P.A. which was the reason that his salary had been <br />charged to the Labor and Materials Account. <br />' <br />Letter was received from the Supt. of Public Works <br />stating that arrangements had been made with the W.P.A. <br />authorities to increase the pay for Harry A. Burgess so <br />
