222 <br />REGULAR MEETING, APRIL 31 1928. � <br />A regular meeting of the Board of Selectmen was held at the <br />Selectmen's Office at 7:30 P.M. Messrs. Burnham, Custance, Robertson, <br />and Chamberlain were present. The Supt. of Public Works and the , <br />Clerk were also present. <br />Mr. James A. Nickerson came before the Board in regard to <br />- securing tentative approval of plan of layout of street on what was <br />formerly known as the Lockwood property located near the.corner <br />of Maple Street and Mass. Avenue. This property had been developed for- <br />merly by Harvey S. Bacon, and the Planning Board endeavored to have <br />him change his layout and make larger lots for the houses. This Mr. <br />Bacon refused to do, and xold the lots according to his layout which <br />has not been approved. The property was then purchased by Mr. <br />Nickerson, and the Planning Board have endeavored to arrange with <br />the owner of the land fronting n Mass. Avenue for exchange of lots s6 <br />that the layout.,Which they recommend could be arranged,-fer. In a <br />statement obtained over the telephone from Mr. Emery, Chairman of the <br />Planning Board, he stated that the Planning Board were in favor of <br />granting Mr. Nickerson permission to build upon one of the rear lots <br />.awaiting such time as the sale of one of the front lots could be workd <br />out, so that a street c, --,n be carried through to Mass. Avenue. The <br />Planning Board felt that Mr. Nickerson had been patient and endeavored <br />to work out this layout to the best interests of the town; -and he has <br />been held up so long, and it was costing him a greet deal, that he should <br />be allowed to start his building. <br />The Board, after looking over the plan presented by the engineer <br />of the layout of the property, voted to tentatively approve the same ' <br />and allow Mr. Nickerson to proceed with his house. <br />Bids were received on the issue of $31,000. for construction of <br />water mains, the same being 31 notes at $1,;00. each payable as <br />Follows: <br />1929 $3,000. <br />1930 to 1943 inc. 2,0-D0. yearly. <br />Notes to be dated April 1, 1928, interest at the rate of 4% per annum, <br />both principal and interest payable at the Atlantic National Bank of <br />Boston. <br />The Bids on the loan were received as follows: <br />Old Colony Corp. <br />E. H. Rollins & <br />Lexington Trust <br />Estabrook & Co. <br />The bid was awarded <br />Sons <br />Co. <br />to the Old Colony <br />102.3`7 <br />102L. 11 <br />101.30 <br />102:06 <br />Corporation. <br />The Chief of Police came -'before the Board .in regard to the <br />applicants for the Police Department. The Civil Service furnished a <br />list of rating of four men as follows: <br />
