we <br />SPECIAL MEETING, MARCH 309 1926, <br />A regular meeting of the Board of Selectmen was held at the 8eleot. <br />mems office at 7:30 P. M, Messrs, Custance, Burnham Riles and <br />Robertson -were present. The Superintendent of Public *orke and clerk_ were <br />also present, <br />The -Milk Inspector, Russell L. Prentiss, come before the Board in <br />reference to conditions at -Dennis Varroll*s -place on Grove Street, Nwth <br />Lexington. It appears that Mrs Carroll is keeping four cows in a shed <br />that was hardly bigenoughfor one cow, and the place wasnotvery clean, <br />Mr. Carroll has a large family and ° is in need of all the -income he; can get <br />on the sale of milk, and Mr; Prentiss realized the conditions._ .He real- <br />ized also what it would mean to force the man to put the place in proper <br />condition for his license. Mr. Prentiss wanted to know if the Board would <br />sanction his enforcement -Df proper 4,onditions under the circumstances, The <br />matter was laid- on the table until the next meeting. <br />Dr. John H. Kane, Town Treasurer, came before the Board and presented <br />the bide on -bonds on $20,300, The bids were of-- follows: Lexington Trust <br />Co. 0.14, Atlantic National Bank 0.28, Old Colony Trust Co. 0,012, Merrill <br />Oldham no bid, Grafton Co. 0.11 The bid was aecord#ngly given to the <br />Atlantic National, Bank; <br />In accordance with the purpose of which the.meeting-was called, Mr. <br />Slredeti ck L. Emery and Mr., William D.- Milne of the Planning Board ;,together <br />with 4Kr. Francis Chamberlain- of the Appropriation Committee > and -Mr. <br />William R., S, Eaton,."oretary of the Appropriation Committee, .and Mr: <br />Sydney R. irightington, Town Counsel, same before the Board to discuss <br />the Getter of lay out of streets under the Betterment Aot Mr. liner' <br />gave the reasons why the Planning Board felt that the rules for acceptance <br />of -streets- should be a by law of the Town rather than rules for the <br />Selectmen, owing to - the fact that in certain cases rules may be stretched, <br />The Planning Board felt that 100% of the betterments should be assessed to <br />the abuttors, that developers .should be asked to bring their streets to <br />grade before asking for the acceptance of `them, that the roads should be <br />laid out for the entire width, and that no sewer or water or other public <br />utilities- should be put in until the ,developers- have graded the streets <br />in accordance with instructions or the Town Engineer, <br />Mr. Eery stated that this would do away with ~the instances when the <br />grade was not required and water pipes were put in. so that in some p180 <br />the pooelfatvep the top <br />ado er plaews <br />they wuld baroodewhnetrtwasproptly graded. <br />Mr, Emery stated that in instances where the developers lay out land <br />which is not in accordance with the Board of Survey Rules and Regulationsg <br />that the Selectmen should -post signs: near the property, and in this waiy� <br />warn the purchasers p <br />that the property will have no ublic utilities. <br />also stated that it was proposed to amend the Board of Survey Acct this <br />year and it may be possible that more authority will be given to the Board <br />of -Survey when this Act is amended, <br />Mr. Emery stated that he felt that the Selectmen should lay cut ' <br />Fletcher Avenss sll <br />being a street near the <br />felttthater f theeTown Board*couldand adoethis <br />betterments to the abutting owners, be a <br />areaosineeytheavalue reuest f of the rom eproperty insbuttore athe nd tvicinityis d -would bengreatly en® <br />hanced. <br />Several questions were asked by those present so that a clearer <br />
