<br />Lexington Community Preservation Committee <br />Draft <br />Minutes <br />10 January 2007 <br /> <br /> <br />Members present: Joel Adler, Norman Cohen, Marilyn Fenollosa, Wendy Manz, <br />Leo McSweeney, Richard Pagett, Sandra Shaw, Betsey Weiss, Richard Wolk. <br />Others present included Charles Lamb from the Capital Expenditures Committee <br />and David Kanter from the Appropriations Committee. <br /> <br /> <br />Betsey Weiss, Chair, called the meeting to order shortly after 4 PM. After a <br />group photo was taken for the Annual Report, there was a brief, but inconclusive, <br />discussion of the merits of re-visiting our individual votes on each proposal after <br />we have discussed and voted on all of the proposals. To the extent there was <br />consensus, it was acknowledged that any member could make a motion to <br />reconsider any previous vote; if that motion passed, there would then be a new <br />vote on the proposal in question. <br /> <br />The committee then proceeded to discuss and vote on the four proposals before <br />us that deal with affordable housing issues: <br /> <br />1. Window Replacement at the Greeley Village Elderly Housing <br />Development. The Committee voted unanimously to recommend to Town <br />Meeting that they act favorably on this request for $228,404 to replace <br />350 windows at Greeley Village. <br /> <br />2. Douglas House: 15 Units of Affordable, Supportive Housing. Supportive <br />Living Inc.’s proposal requested $750,000 (slightly less than 10% of the <br />total cost of this 15 unit housing development) to help cover acquisition, <br />construction and development costs of this project. <br /> <br />A motion to recommend to Town Meeting the approval of a $300,000 <br />contribution was defeated by a 4-5 vote, with Adler, McSweeney, Pagett, <br />and Weiss voting in the affirmative. <br /> <br />A second motion, not to forward this proposal to Town Meeting, was <br />approved by a 5-4 vote, with Cohen, Fenollosa, Manz, Shaw and Wolk <br />voting in the affirmative. <br /> <br />3. Muzzey Condominium Building Evaluation Study. By an 8-1 vote (Pagett <br />against) the Committee voted to forward the Muzzey Condo Association’s <br />request for $53,500 to fund an evaluation of the existing building <br />conditions to Town Meeting for consideration. <br /> <br /> <br /> <br />
