<br />MINUTES <br />Community Preservation Committee <br />March 1, 2007 <br /> <br />The meeting was called to order by Betsey Weiss, chair, at 4:05 p.m. Also present were <br />Richard Pagett, Norman Cohen, Marilyn Fenollosa, Sandra Shaw, Leo McSweeney, and <br />Joel Adler. <br /> <br />1. It was reported that the Capital Expenditures Committee would not recommend <br />passage of the $300,000 voted by the Committee for the Douglas House project <br />unless the sponsoring agency, Supportive Living, Inc., agreed to pay real estate <br />nd <br />taxes or a PILOT. Betsey will be meeting on March 2 with Rob Addelson, <br />Charles Lamb and a representative from Supportive Living, Inc. to discuss the <br />matter. <br /> <br />2. At the Planning Board hearing on the proposed inclusionary housing by-law, the <br />use of CPA funds for housing purposes was brought up a number of times. <br />Betsey will answer any questions on this subject as they arise. The Committee <br />will not take any official position on the question whether CPA funds should have <br />any bearing on whether or not the by-law should pass. <br /> <br />3. Richard and Norman will be available to speak about the various projects <br />approved by the Committee when they are brought up at the TMMA information <br />thnd <br />session on March 15 and the Moderator’s meeting on March 22. <br /> <br />4. The Committee believes that the Battle Green flagpole would be eligible for CPA <br />funds since it is a structure. <br /> <br />5. The Board of Selectmen will decide whether they need presentations on any of <br />the approved CPA projects. Richard and Norman will handle unless the Board <br />notifies the Committee that sponsors are needed. It was speculated that there <br />would be a request for a presentation on four projects: Douglas House, Muzzey <br />Condominiums, Cary Hall, and West Lexington Greenway. (Lynne Pease told me <br />th <br />today, 3/6/07,that Richard will be coming in on March 19 to answer any <br />questions for the BoS.) <br /> <br />6. The Housing Partnership has asked that when open space projects are proposed, <br />other interested groups such as recreation and affordable housing, in addition to <br />the Conservation Commission, be brought into the discussion to determine what <br />the appropriate use of the property should be. The CPC discussion will be <br />continued at another meeting to see how the process will be worked out. <br /> <br />7. A brief discussion was had with respect to the need for an unqualified document <br />from the State declaring that the fifteen units in the Douglas House all qualify as <br />affordable units for Chapter 40B purposes. <br /> <br /> <br />
