<br />COMMUNITY PRESERVATION COMMITTEE <br />Executive Session <br />Board of Selectmen Meeting Room <br />Monday, April 28, 2008 <br />4:00 p.m. <br /> <br />Present <br />: CPC Chair, Betsey Weiss, Joel Adler, Norman Cohen, Marilyn Fenollosa, Wendy <br />Manz, Leo McSweeney, Richard Pagett, Judy Pearson, Sandy Shaw and Dick Wolk. <br /> <br />Also Present <br />: John Bartenstein from the Appropriation Committee; David Kanter, Charles <br />Lamb and Shirley Stolz from the Capital Expenditures Committee; Town Manager, Carl <br />Valente; Assistant Town Manager For Finance, Rob Addelson; Director of Planning, Maryann <br />McCall-Taylor and Conservation Administrator, Karen Mullins. <br /> <br />At 4:05 p.m. a motion was made and supported unanimously by roll call vote for the Community <br />Preservation Committee to go into Executive Session with intent to return to open session. The <br />purpose of the Executive Session was to discuss financing options and recommendations related <br />to land acquisition articles in the 2008 Town Meeting Warrant. <br /> <br />Dick Wolk of both the CPC and Conservation Commission spoke of the Cataldo property and <br />more specifically, the difference between the property identified in the appraisal verses the <br />property the Conservation Commission desires to purchase. (The appraisal report appraises five <br />developable lots but the purchase was expanded to six developable lots.) <br /> <br />Discussion about the appraisal followed and questions concerning the Town’s assessment of the <br />property were raised. It was decided that the narrative appraisal, as originally written, did not <br />accurately cover the six lots and therefore, a revision was needed. It was agreed that Dick Wolk <br />and/or Karen Mullins on behalf of the Conservation Commission would contact the appraiser <br />and ask (1) that the sixth lot be added in, and (2) that page 61 (Pro Forma Net Cash Flow) be <br />revised to reflect a 6-Lot Subdivision Plan. <br /> <br />The conversation shifted to the Goodwin land parcels. It was noted that the appraised value is <br />lower than the offered purchase price. Discussion followed and it was noted that Town Counsel <br />has said that the Town cannot spend above the appraised value. Concern was expressed and it <br />th <br />was agreed that the Public Hearing scheduled for the following night, April 29, might need to <br />be cancelled.
