<br />Community Preservation Committee <br /> <br />March 23, 2006 <br /> <br /> <br />Attending: Joel Adler, Norm Cohen, Marilyn Fenollosa, Wendy Manz, Leo McSweeney, <br />Richard Pagett, Betsey Weiss, Dick Wolk <br /> <br />Not attending: Sandy Shaw <br /> <br />The meeting was called to order at 7:35 p.m. <br /> <br />1. Betsey described the projects to be presented at the 3/30 public hearing: <br /> <br />a. $20,000 for update of Open Space/Recreation plan <br /> <br />what is this for? Why do we need this? What do we do with it? Joel was <br />concerned because we don’t want our first project to be frivolous or <br />unnecessary. Betsey advised that the previous plan expired in 2002. We <br />need this plan to be eligible for grant money. Betsey will check with <br />Karen Mullins and Karen Simmons. <br /> <br />b. $15,000 for Munroe Cemetery roofs <br /> <br />is this historic? Richard looked at the buildings at the cemetery today – <br />they look like sheds. Richard asked what makes a building historic; <br />Marilyn read the definition from the statute – “a building, structure, vessel, <br />real property, document or artifact that is listed or eligible for listing on <br />the state register of historic places or has been determined by the local <br />historic preservation commission to be significant in the history, <br />archeology, architecture or culture of a city or town”. Are these sheds <br />necessary to preserve/protect the cemetery? Can we expand this to repairs <br />to the headstones, etc.? <br /> <br />c. Norm asked about the warrant article for refurbishment of dispatch room <br />of police station. Would it be within the definition of “rehabilitation” – <br />“the remodeling, reconstruction and making of extraordinary repairs to <br />historic resources, etc. for the purpose of making [them] functional for <br />their intended use”. We should ask counsel if this would qualify. <br /> <br />Dick asked about what kinds of projects we should be looking at: items in <br />the capital budget or things we otherwise wouldn’t have been able to do. <br /> <br />d. $60,000 for Archive Environmental Control in the vault in Cary Hall <br /> <br /> what documents are these? How old? <br /> <br />
