Parker <br />fi ANNUAL REPORTS <br />BOARD OF SELECTMEN AND <br />PUBLIC WORKS <br />To THE CITIZENS 05' LEXINGTON:— <br />Herewith is presented the first report of the Board of <br />Selectmen and Public Works, created under the Acts of the <br />Legislature, Chapter 1, Acts of 1922. <br />Into this Board (increased from three to five members) <br />have been consolidated the Board of Selectmen, Health, Road <br />Commissioners, Overseers of the Poor, Sewer and Water Com- <br />missioners, Park Commissioners, Survey, and Tree Warden. <br />In addition, tliis consolidated Board was empowered to ap- <br />point the Assessors and Assistant Assessors, and a Superin- <br />tendent of Public Works, whose duty is to administer such <br />departments as the Board may delegate to him, and for which <br />it is responsible. <br />Coincident with this consolidation and added responsibil- <br />ity, the Finance Committee was abolished and a new Appro- <br />priation Committee established, consisting of five citizens, <br />not officeholders, from whom the Chairman and Secretary are <br />to be chosen, which five, together with the five members of <br />the Board of Selectmen and Public Works and the Chairmen <br />of the School wind Cemetery Committees, are charged with <br />the responsibility theretofore imposed on the Finance Com- <br />mittee of investigating every request for appropriation and <br />submitting same in the form of a budget with recommenda- <br />tions to the Town. <br />The theory ori which this form of government was de- <br />vised being, insofar as possible, by consolidating the many <br />boards, to concentrate the responsibility of raising the znoney <br />and expending it onto one main Board, namely --the Board <br />of Selectmen and Public Works, with the thought in mind, <br />that those who spend the money should be responsible, insofar <br />as possible, for the raising of it. <br />The above form has been in force for nearly nine months, <br />and under the Legislature Act, with the exception of the Ap- <br />
