<br />Commission on Disability <br />Minutes – March 3, 2016 <br />Members Present: <br />Victoria Buckley, Chair; Nate Finch; Julie Miller; Len Morse-Fortier; <br />Francine Stieglitz; Janet Perry, Shaun Grady, Michael Martignetti, Sue Cusack <br />Town Liaisons: <br /> Fred Lonardo, Building Commissioner; Linda Vine, Deputy Town Manager <br />Minutes: <br />December 2015, January 2016, and February 2016 minutes approved. <br />6:00 – Craig Dauphinais, Massachusetts Concrete & Aggregate Producers Association <br />(MaCAPA) - Presentation about Sidewalk Materials <br />The organization represents concrete and aggregate producers and other ready mix suppliers, and <br />their role is related to outreach and education. <br />Basics on Concrete – versatile, take any size and dimension that you need it to take, durable, <br />strong and rigid (versus asphalt, which is flexible), competitive cost, 40-50 year life span with <br />little to no maintenance if it is installed properly. Can be made up to 20-30K PSI, and the <br />technology has evolved sufficiently to improve the concrete reaction salt. Traditional salts (not <br />magnesium chloride) are less damaging to the surface than they used to be. He showed pictures <br />of 40-year-old concrete sidewalks in Grafton. <br />Each brick is one piece of a system that needs to be maintained, versus concrete, which is a <br />larger piece of a system. Brick is not good surface for smoothness. <br />Center Streetscape Design Review Ad Hoc Committee <br />This ad hoc committee is being created to “evaluate and make recommendations to the Board of <br />Selectmen on the various design elements (excluding engineering items related to traffic) for the <br />Center Streetscape Project in accordance with defined deliverables that are included in the <br />charge to the Committee. The Committee will have 9 voting members with one member of each <br />of the following boards/committees represented: Bicycle Advisory Committee, Center <br />Committee, Commission on Disability, Design Advisory Committee, Historic Districts <br />Commission, Historical Commission, Planning Board, Tourism Committee and Tree <br />Committee.” This task involves moving past the 25% design solution and engaging in <br />researching and presenting more developed design options to the Selectmen. The Commission <br />nominated members Len Morse-Fortier and Victoria Buckley to be forwarded to the Selectmen <br />for their consideration. <br />Review materials related to charge of Ad Hoc Committee <br />The charge was briefly reviewed and no questions were raised. <br />Continuation of the Brick Discussion <br />Victoria shared a chapter from Disability and Qualitative Inquiry: Methods for Rethinking an <br />Ableist World by Ronald J. Berger and Laura S. Lorenz published in 2015, Chapter 2: A <br />Bricolage of Urban Sidewalks: Observing Locations of Inequity. This chapter discusses the <br />internalized reaction to individuals with disabilities to brick on pathways of travel. The authors <br />examine the impact of urban sidewalks that “physical locations of inequality for people with <br />disabilities”. <br /> <br />
