PLANNING BOARD MINUTES <br /> MEETING OF MARCH 22, 1993 <br /> After attending the Board of Selectmen's meeting in the Selectmen's meeting <br /> room, the Lexington Planning Board meeting was called to order at 8 35 p.m. in <br /> Room G-15, Town Office Building, by Vice Chairman Domnitz with members Canale, <br /> Davison, Grant, and Planning Director Bowyer present Mr Williams was <br /> absent. <br /> *********************** ARTICLES FOR 1993 TOWN MEETING *********************** <br /> 45 Positions on Non-Zoning Articles Mr. Domnitz asked that members <br /> identify any non-zoning articles on which the Board may want to have a <br /> position. <br /> a. Article 4. Operating Budget. Planning Department The Board will sup- <br /> port full funding for the three current positions in the Planning <br /> Department <br /> b. Article 15. Pine Meadows Master Plan The Board will not take a <br /> position. <br /> c. Article 21, Muzzev Condo Repair The Board will not take a position. <br /> d. Article 23, GEIR, Hanscom Field. The Board will support the appro- <br /> priation of $10,000 for this item Mr. Canale reported the Selectmen <br /> may include this item in the operating budget and it may not come up <br /> under Article 23. <br /> e. Article 32. General By-Laws. Surface Water Disposal The Board will not <br /> take a position. <br /> f Article 38: Marrett Road/Route 2A Resolution Mrs. Davison said she <br /> plans to comment as a private citizen and not as a member of the <br /> Planning Board. She advocates a simpler plan without two traffic <br /> signals. Mr. Canale reported that a revised motion, asking for a study <br /> committee, to include a representative of the Planning Board, may be <br /> offered The Board agreed it would welcome having a representative on <br /> the study committee. It was agreed the Board would defer taking a <br /> position until more information was available <br /> g. Article 40. Bowman School Property for LexHAB. Mrs. Davison suggested <br /> that the Planning Board support LexHAB for its fine program of con- <br /> structing single-family houses using students from the Minuteman <br /> Vocational Technical School. It was agreed the Board would defer taking <br /> a position until more information was available. <br /> h. Article 41. Amend Quitclaim Restrictions. Muzzev Condos Mr. Domnitz <br /> thought it was important to retain the Muzzey units as affordable <br /> housing. Allowing a higher annual percentage increase in the maximum <br /> resale price may move the units out of the affordable range. It was <br /> agreed the Board would defer taking a position until more information <br /> was available <br /> 46. Article 31, Westview Street Mr. Domnitz said he was uncomfortable with <br /> the owner of this land being left with no permitted use. He suggested that <br /> the Planning Board indicate to the Town Meeting that it would support a change <br /> in the zoning district boundary line to place the land in the RO One-Family <br /> district. Mrs. Davison disagreed stating that the property owner had bought <br /> land in the commercial zoning district in good faith and a change to a <br />
